Joe Costello: Is that not major negligence? Taxpayers' money was spent but obviously no verification was done. Had verification been done, it would have been obvious that this was not right. To make matters worse, it was a sister entity of Bytel which provided these obsolete goods so there are other questions to be answered in that regard.
