Committee on Public Petitions: Engagement with Financial Services Ombudsman (22 Mar 2017)

Colette Kelleher: What are the sanctions for not implementing the codes?

Committee on Public Petitions: Engagement with Financial Services Ombudsman (22 Mar 2017)

Colette Kelleher: Given that we know that groups of people, as opposed to individuals, are involved, does the Financial Services Ombudsman Bureau do any thematic work whereby it overviews this and sees patterns and trends relating to particularly vulnerable groups that might be subject to abuse or poor treatment by institutions? I will finish after this question.

Committee on Public Petitions: Engagement with Financial Services Ombudsman (22 Mar 2017)

Colette Kelleher: Might I suggest that the ombudsman consider this group of people for a systemic analysis? It is true that this group - older individuals and those who may be vulnerable because of their disabilities - suffer financial abuse disproportionately, and I would like the ombudsman to take that on board.

Seanad: Rebuilding Ireland: Statements (21 Mar 2017)

Colette Kelleher: I welcome the Minister of State to the House and welcome the opportunity to respond to the progress report. A clear action plan, with published targets and progress reports, is a great way to govern, and I applaud the work that has gone into producing the report because it is significant. I have a range of questions for the Minister of State under four of the five pillars, and I will take...

Seanad: Rebuilding Ireland: Statements (21 Mar 2017)

Colette Kelleher: It is only the beginning.

Seanad: Rebuilding Ireland: Statements (21 Mar 2017)

Colette Kelleher: It needs to go national.

Seanad: Rebuilding Ireland: Statements (21 Mar 2017)

Colette Kelleher: It would be good to have a report on it.

Seanad: Rebuilding Ireland: Statements (21 Mar 2017)

Colette Kelleher: I seek to find out what is happening in this regard.

Seanad: Commission of Investigation Announcement on Tuam Mother and Baby Home: Statements (9 Mar 2017)

Colette Kelleher: I am happy for the Minister to respond now; my story can wait.

Seanad: Commission of Investigation Announcement on Tuam Mother and Baby Home: Statements (9 Mar 2017)

Colette Kelleher: There is nothing more to add after Senator Boyhan's testimony.

Seanad: Commission of Investigation Announcement on Tuam Mother and Baby Home: Statements (9 Mar 2017)

Colette Kelleher: A snapshot in time, by J.P. Rodgers.Tuam, Ireland, 1947. Catholic Church rules OK. In the Bon Secours hospital, a fallen woman awaits her fate. Verdict - guilty of giving birth out of wedlock. A year later, the child was snatched from its mother's breast while the so-called mad mother, seen as a threat to society, was put into the Magdalen asylum, Galway, never to be seen again....

Seanad: Commission of Investigation (Certain Matters Relative to Disability Service in the South East and Related Matters): Motion (9 Mar 2017)

Colette Kelleher: I welcome the Minister of State. Like many others, I am appalled and ashamed by the documented cruelty, neglected, abuse and sins of commission and omission regarding the person we have come to know as Grace. The Devine and Resilience Ireland reports published last week, which follow the Dignam report, set out in grave detail the failings in Grace's case and they make for difficult reading....

Seanad: Commission of Investigation (Certain Matters Relative to Disability Service in the South East and Related Matters): Motion (9 Mar 2017)

Colette Kelleher: I understand. Will the Minister of State answer these questions? As well as spending €5 million on the commission of inquiry, will he support legislation to safeguard adults such as Grace that I will bring before the House?

Committee on Public Petitions: Business of Joint Committee (8 Mar 2017)

Colette Kelleher: As we have a quorum of four members, we will commence the meeting and we are in public session. I wish to inform members that an apology has been received from the Chairman, Deputy Sean Sherlock. I also wish to advice members that Standing Order 93(3) of Dáil Éireann states:In the unavoidable absence of the Chairman, the vice-Chairman shall perform the duties devolved upon, and...

Committee on Public Petitions: Business of Joint Committee (8 Mar 2017)

Colette Kelleher: Those apologies are noted. Members are requested to ensure that for the duration of the meeting their mobile phones are turned off completely or switched to flight or safe mode, depending on the device. It is not sufficient for members to just put their phones on silent mode as this will maintain the level of interference with the broadcasting system. I propose that we go into private...

Committee on Public Petitions: Promoting Awareness of the Public Petitions Process: Discussion (8 Mar 2017)

Colette Kelleher: We are resuming in public session. We will now deal with the issue of promoting awareness of the public petitions process. I thank the witnesses for attending. Before we commence the discussion, I remind members, witnesses and those in the Public Gallery to turn off their mobile phones. I formally welcome Ms Angela Black, chief executive of the Citizens Information Board, Mr. Graham...

Committee on Public Petitions: Promoting Awareness of the Public Petitions Process: Discussion (8 Mar 2017)

Colette Kelleher: I thank Ms Black for a very comprehensive overview of the work of the Citizens Information Board, as well as specific ideas and suggestions on how this committee could work with the CIB and other organisations to promote public petitions. We will now take questions from committee members.

Committee on Public Petitions: Promoting Awareness of the Public Petitions Process: Discussion (8 Mar 2017)

Colette Kelleher: It is interesting to explore trends. Ms Black has a bird's eye view from the perspective of citizens regarding how everything is going for them. She made interesting comments about the depth and complexity of the queries. It is not, therefore, just about the numbers. There are also trends relating to people's financial circumstances. The board has made good suggestions to the committee,...

Committee on Public Petitions: Promoting Awareness of the Public Petitions Process: Discussion (8 Mar 2017)

Colette Kelleher: All those suggestions would be gratefully received. The committee had a public policy remit and we are arguing the toss about having that reinstated. If it is, are there public policy issues that would be useful for us to explore? Ms Black may wish to consider that and come back to us because the board encounters a great number of people with many issues. Deputies Cassells and Mitchell...

Committee on Public Petitions: Promoting Awareness of the Public Petitions Process: Discussion (8 Mar 2017)

Colette Kelleher: That would be great. With regard to extending the committee's remit, there was a question about us bringing forward our pet projects. The Deputies and I are concerned about many issues but that is not the point of this forum. However, the petitions must be evidence-based and come from individual queries which are grouped together and analysed to establish whether are trends and public...
