- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (20 Nov 2018)
Paddy Burke: I listened attentively to Senator McDowell but I think the same thing applies in local government where county managers can only serve for ten years. They could enter the system at 45, 48 or 50 years of age and be finished in their late 50s or early 60s. It is exactly the same situation.

Paddy Burke: They are in the system.
- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (20 Nov 2018)
Paddy Burke: They are public servants. That was brought in while Senator McDowell was a Minister. He might not have been the Minister responsible but he was a member of the Government when it was brought in.

Paddy Burke: It is the same with county managers.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Paddy Burke: I do not want to go over the ground other members have touched on. I will continue on from what the Minister of State has said, particularly in respect of the PIAB. When claims are made, people making claims write in at no cost to themselves whereas the person holding the insurance has to defend the claim all the way up. If it is then found to be a fraudulent claim, nothing is done to the...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Paddy Burke: There is a cost if the claim goes to court, but if there is a settlement with the PIAB at any point along the process, there is no cost at all involved. There is, however, a cost to the insurance holder because he or she has to defend him or herself the whole way up along. He or she has to employ a solicitor or barrister.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Paddy Burke: With regard to the ten year old cars, has the Department found out why the insurance companies have decided on that age? Why is it not eight, 12, 15, or 20 years?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Paddy Burke: Is that because they are insured on third party or comprehensive policies or because of some other reason?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Paddy Burke: When we were doing our report into insurance, the issue of high legal costs was raised. Has the Department come up with any suggestions in that regard, because the legal people refuted everything the committee put to them?
- Seanad: Death of Former Member: Expressions of Sympathy (24 Oct 2018)
Paddy Burke: It was a great honour to serve for ten years in this House with the late Maurice Hayes. I was greatly shocked when I heard that he had died because I had met him not long before in the bar in Leinster House. I extend my sympathy to his wife, Joan, sons, daughters, grandchildren and extended family. Maurice Hayes was a great appointment to the Seanad by Bertie Ahern. He was also a great...
- Seanad: Greyhound Racing Bill 2018: Committee Stage (23 Oct 2018)
Paddy Burke: Under Standing Order 62(3)(b) I request that the division be taken again other than by electronic means.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Loans to Unregulated Private Investment Funds: Discussion (18 Oct 2018)
Paddy Burke: Does the IFA know what percentage of farmers' loans might have been sold to vulture funds?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Loans to Unregulated Private Investment Funds: Discussion (18 Oct 2018)
Paddy Burke: Mr. McDonnell said approximately 10% of businesses have been sold to vulture funds. The farming organisations are helping in cases where vulture funds are trying to get control. We see farmers campaigning but we do not see the same type of campaigning by small businesses in difficulty. ISME is not seen helping out where loans and businesses are being sold to vulture funds. Does ISME carry...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Loans to Unregulated Private Investment Funds: Discussion (18 Oct 2018)
Paddy Burke: We have seen the desperation of many business people who had to sell their businesses and could not even draw social welfare. I find it hard to believe that ISME did not have some sort of a plan or that those people have not contacted it in desperation seeking help. The fact that ISME has no plan suggests it has not discussed this issue or perhaps it has discussed it and decided not to put...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Loans to Unregulated Private Investment Funds: Discussion (18 Oct 2018)
Paddy Burke: It affects 10% of them, according to Mr. McDonnell, which is a sizeable enough proportion.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Loans to Unregulated Private Investment Funds: Discussion (18 Oct 2018)
Paddy Burke: The farming organisations such as the IFA would help a farmer, regardless of whether he is a member. Members of the IFA would band around a member if his property was-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Loans to Unregulated Private Investment Funds: Discussion (18 Oct 2018)
Paddy Burke: It should be placed on record that one person, Mr. Noel Howley, was willing to come forward. He sent in a statement and was supposed to appear today. That statement was circulated to members by the secretariat. Mr. Howley has lost his business. Despite never missing a bank payment, he has lost his property. It is an absolute disgrace to read through the submission he made to the...
- Seanad: Order of Business (17 Oct 2018)
Paddy Burke: I support Senator Ardagh's comments on the INIS website. I did not realise that there had been such problems with it. It is only right that Members of the Oireachtas have full confidence in the INIS website and I fully support her in this regard. On the issue raised by Senator Conway-Walsh, one would think by what she said that there had been no investment in our road network. The road...
- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (16 Oct 2018)
Paddy Burke: I was amused by what Senator McDowell had to say about interview boards. Surely we have not arrived at a situation where the same questions are asked of every candidate and that there is no discretion to the interview board. If that is the case, then one gets some consultancy service to draft all of the questions-----
