- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: Good.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: I asked earlier for a breakdown of the allowances, particularly those in the personal category. I know Mr. Bakhurst said that some of them - possibly a percentage of them - are covered by a report. Could the committee get a breakdown of all of those who are in receipt of multiple allowances? I am not looking for names, obviously, but for the amount per individual in receipt of multiple...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: Could the committee be provided with that fairly soon? The scandal of bogus self-employment must be tackled. It is a major issue. I do not have enough time to go into it here but it will be raised at the Committee of Public Accounts. Could the committee have as much information as possible? Having gone back and forth with the information that has been furnished, I do not think we have...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: That is perfect. I thank Mr. Bakhurst. I will raise something again about GAAGO. I raised this at our media committee meeting in July. RTÉ's group head of sport was present at that meeting. I am raising this to flag the issue. We talk about transparency and not getting direct responses to direct questions. I posed a question about RTÉ putting domestic games behind a...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: I asked whether RTÉ was doing this without clearance from the CCPC. The first response from the group head of sport was "No." However, I knew RTÉ was, so I posed the question again. The response then was, "My understanding is that clearance has not been formalised with regard to the CCPC", so I tried again. The third time, I said that it would be simple enough to say "Yes". The...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: The CCPC has said that it had been investigating this issue since the previous May.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: Will RTÉ provide an update on what the CCPC actually said, regardless of whether there is an investigation or whether the CCPC is following up on questions?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)
Imelda Munster: Yes, please. I thank Mr. Bakhurst.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Tourist Accommodation (13 Jul 2023)
Imelda Munster: 51. To ask the Minister for Culture, Heritage and the Gaeltacht if she has met with, or whether she intends to meet, a representative body (details supplied) and Fáilte Ireland to raise concerns around hotels price gouging and cancelling bookings without reason, and re-advertising the same rooms at much higher rates when major events, such as a specific concert, are announced; and if she...
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: I will start with Mr. Lynch. He previously said he knew nothing about the underwriting of the Renault deal with RTÉ. However, as others have said, Noel Kelly showed us the emails from Breda O'Keeffe. It is clear from what we have seen that he actually knew, but he told the committee that he did not. I will quote from his previous appearance at the committee. He said "I also asked...
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: No. That is too much of a comfort blanket for Mr. Lynch to cling to. He knew exactly about the deal that was done to underwrite the Renault deal and the payments involved. The tripartite agreement was not just about the Renault deal in year one; it was about the three top-up payments. Mr. Lynch distinctly told our committee that he "asked each individual executive board member to give me...
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: In that email-----
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: No. I do not actually give Mr. Lynch's answers any credence, to be honest.
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: On 20 February, in the correspondence it states: We made good progress on what the commercial agreement would be and we agree to one in Dublin ... and ... with a side letter to underwrite this fee for the duration of the contract. That contract was covering the three payments of €75,000.
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: That is what the response was to.
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: Whether it was signed or not, you went ahead and paid those three payments.
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: So whether it was signed or not is totally irrelevant. You agreed. As in the copy of this correspondence, it was agreed to underwrite the contract in its entirety - all three payments.
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: Mr. Lynch told us that "I also asked each individual executive board member to give me a guarantee that they knew nothing about the underwriting"-----
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: -----and they did. However, they did know and Mr. Lynch had to know-----
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ (Resumed): RTÉ (13 Jul 2023)
Imelda Munster: With all due respect to Mr. Bakhurst-----
