Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Merchant Shipping (Investigation of Marine Accidents) Bill 2022: Discussion (Resumed) (1 Mar 2023)

Gerard Craughwell: The Deputy mentioned the fox looking after the henhouse. We spent two and a half years on the Air Navigation and Transport Bill before we finally got the Minister to agree that the people who wrote the legislation were the people we were trying to regulate. If we are going through pre-legislative scrutiny, I do not want the marine accident investigation Bill to come to the Seanad and be...

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Merchant Shipping (Investigation of Marine Accidents) Bill 2022: Discussion (Resumed) (1 Mar 2023)

Gerard Craughwell: -----but I wrote today to the Taoiseach, the Tánaiste and the Minister, Deputy Eamon Ryan, to say that the work of this committee is being impeded because a permanent Chairman to the committee has not been appointed. I hope the Cathaoirleach Gníomhach is appointed because he would be a fine Chairman and I would have no problem with that at all.

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Merchant Shipping (Investigation of Marine Accidents) Bill 2022: Discussion (Resumed) (1 Mar 2023)

Gerard Craughwell: The point is we have no teeth. I firmly believe that the Government is stalling in appointing a Chairman because we cannot do anything without one.

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Merchant Shipping (Investigation of Marine Accidents) Bill 2022: Discussion (Resumed) (1 Mar 2023)

Gerard Craughwell: Certainly not.

Seanad: An tOrd Gnó - Order of Business (28 Feb 2023)

Gerard Craughwell: Like my colleagues, I congratulate the British Prime Minister, Rishi Sunak, and the European Union on the wonderful negotiations that led to the Windsor agreement. We should also congratulate Sinn Féin on the measured response it issued yesterday and the unionists who have come forward to say this is a great day. I hope that those who are still struggling with it will find a way...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council and Priorities for 2023: Minister for Foreign Affairs (28 Feb 2023)

Gerard Craughwell: The Minister is very welcome to the committee. I congratulate him, Prime Minister Sunak, and the European Union on the wonderful achievement yesterday. The measured responses that we have had since are vitally important at a time like this so that we stall the horses, as it were, and let us not annoy anybody at this stage. We must give everybody time and space to absorb the wonderful...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council and Priorities for 2023: Minister for Foreign Affairs (28 Feb 2023)

Gerard Craughwell: The Minister has put the neutrality issue in perspective here today. These are days of worrying about land wars, tanks and guns, and whatever else. We are living in a whole new world. Some 75% of our small and medium enterprises, SMEs, have been hit by cyberattacks and that is right across the European Union. There is a whole new world out there and neutrality is too simple a word to...

Seanad: An tOrd Gnó - Order of Business (23 Feb 2023)

Gerard Craughwell: Private Seán Rooney gave his life in the service of peace. Immediately after that, the following appeared in a newspaper: Sure, what do you do at work? What does a soldier do? Why do we even need an Army? What it means to be an Irish soldier has been shown today by a 23-year-old lad from Dundalk, when he stood up and, in typical military style, joined the stand taken by his father...

Seanad: An tOrd Gnó - Order of Business (23 Feb 2023)

Gerard Craughwell: I appreciate that but this is important. Private Seán Rooney gave his life in the service of peace and we are watching our Defence Forces collapse around us.

Gerard Craughwell: The numbers are under 8,000 now.

Seanad: An tOrd Gnó - Order of Business (23 Feb 2023)

Gerard Craughwell: Well said.

Seanad: Rail Network: Statements (23 Feb 2023)

Gerard Craughwell: I am sorry that I missed the opening part of the Minister’s presentation. I was down with the Ukrainian, but as I came through the door I thought “what a breath of fresh air”. He is speaking the language that I want to hear. I know that we differ on other things but not on this. I have longed for the day that I can get on a train in Dublin and change to a train that...

Seanad: An tOrd Gnó - Order of Business (22 Feb 2023)

Gerard Craughwell: That was excellent timing; I thank the Cathaoirleach. This week, we learned again of an assault on gardaí. We are in a situation where the uniformed services are falling apart. Seven or eight years ago, I started talking about the problems in the Defence Forces. It took six years to get a commission in place and we are still waiting to see its output. The strength of the Defence...

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Merchant Shipping (Investigation of Marine Accidents) Bill 2022: Minister for Transport (22 Feb 2023)

Gerard Craughwell: The Minister is welcome to the committee. To follow on from my colleague, the Cathaoirleach Gníomhach, the issue of oversight is something that causes me great concern, particularly when we are talking about accidents in the maritime space. I recently engaged with the Health and Safety Authority, HSA, on the accident that cost Catriona Lucas her life. A file was prepared for the...
