Seanad: Adoption (Information and Tracing) Bill 2016: Committee Stage (12 Jun 2019)

David Norris: I thank the Minister. That is good news. The alliance has said that anything less than unfettered access to birth certificates which are already public records and unredacted early life and adoption records is deeply discriminatory to adopted people and those born in mother and baby homes. Particular reference is made to access to medical information which is extremely important. Adoptees...

Seanad: Adoption (Information and Tracing) Bill 2016: Committee Stage (12 Jun 2019)

David Norris: The pressure came from the Minister.

Seanad: Adoption (Information and Tracing) Bill 2016: Committee Stage (12 Jun 2019)

David Norris: I wish to say one thing very briefly. Adoptees have made the very valid point to me that what they are seeking is their own information. It belongs to them. It is directly relevant to them. It is not the possession of the birth mother alone. That is a very important point to make. This information belongs to the adoptee. That is all I wanted to say.

Seanad: Adoption (Information and Tracing) Bill 2016: Committee Stage (12 Jun 2019)

David Norris: I was afraid the Minister’s sense of urgency was prompted by the prospect of an early general election. I sincerely hope that is not true.

Seanad: Adoption (Information and Tracing) Bill 2016: Committee Stage (12 Jun 2019)

David Norris: I hope we will rise in the summer and come back in the autumn and continue our work. I completely welcome some parts of the Bill. It is an advance, of that there is no question or doubt. The removal of certain obnoxious sections is welcome, as is the compiling of archives to which the Minister referred. The idea of centralising and controlling these archives and making sure they are not...

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: No, I will be here.

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: Is it my turn?

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: I was congratulating my colleague, Senator Marie-Louise O'Donnell, on being back with her group. I join her in congratulating Senator Grace O'Sullivan on her magnificent election to the European Parliament.

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: I raise the issue of litter. The north side of Dublin city has been described in a recent survey as the second worst littered area of 50 in the entire country. This all goes back to the lamentable privatisation of the bin collection services. These people are like the Mafia bombing each other's trucks all over the place. They are registered on the Isle of Man and nobody knows what their...

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: They certainly are.

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: I thought Senator Horkan never interrupted anyone.

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: I know but I am not responsible for the interruptions, which I welcome. They show that at 75 years of age I am still controversial.

Seanad: An tOrd Gnó - Order of Business (11 Jun 2019)

David Norris: I also raise the issue of crime. We had a terrible stabbing yesterday on O'Connell Street. I would like to put that in the context of the Government's decision, under pressure from the Minister for Transport, Tourism and Sport, Deputy Ross, to reopen the Garda station in Stepaside, an area with falling crime statistics. In the north inner city, Fitzgibbon Street Garda station has been...

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: No.

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: Under Standing Order 62(3)(b) I request that the division be taken again other than by electronic means.

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: The wording of subsection (2) is a little sloppy. It would be sufficient to say, "The published statement may set out different selection procedures in relation to appointments to different judicial offices." That would cover it all because it enables the appointments commission to establish different selection procedures in respect of different judicial offices. Why is it necessary to...

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: No, that would come under skills.

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: That is a lovely word.

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: I believe section 52(2)(a) covers section 52(2)(b) with the words “different judicial offices”. More importantly, I am not sure why there should be a different selection procedure just because somebody is a judge. What is the point of that? Would the fact that some applicant had already held a judicial office be a help or a hindrance? What happened to the whole notion of...

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (11 Jun 2019)

David Norris: I can understand the import of the word “particular”. I am sure it would be enough to say, if one must, “a judicial office where applicants already hold judicial office”. I do not see the point of the word “particular”. It also suggests there may be circumstances in which it is not a particular office and we will not bother with this difference. I...
