- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: It was a great bonus that came every month and families were delighted with it. By the time I arrived â I was fairly late on the scene and was the tenth child in my household â no payment was made in respect of me at all. If one had only one child, one did not get the payment. The great day came, in the 1950s or 1960s, when there was a payment made for one child. It amounted to 10...
- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: The Minister must consider long-term and short-term entitlements. The Minister could put the worst anomaly right at the stroke of a pen and at little cost. I have come across it in just two cases in my career, both involving disability benefit, which is a short-term payment. The families involved had children in higher education and qualified for the higher education grant. A top-up grant is...
- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: The Minister might consider the matter. It is welcome that maternity benefit, which also comes from the social insurance fund, has increased to 80% of gross earnings. When one pays car insurance, one is fully covered in case of an accident. Why only give those on maternity benefit 80% of their income from two years previously, which in many cases would be much lower than their current income?...

- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: I thank the Chair for the opportunity to address the House on this Bill. It has been a long day for everybody and I am sure the Minister is getting tired of hearing everything being saidââ
- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: ââand of being praised so much, although I am sure he takes it in his stride.
- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: I see his poor officials are here with him. I saw a wry smile appear on their faces when I appeared tonight because I have probably been giving the same speech for so many years that they could write it for me at this stage.
- Social Welfare Bill 2005: Second Stage (Resumed). (14 Dec 2005)
Paul McGrath: They probably feel I will say the same again tonight. Some of what I say will be the same, because they have not changed. Let me begin by giving out the plaudits and saying that much of what has been achieved in the social welfare budget is very good. The Minister has managed to provide reasonable increases for many of the vulnerable in society, the elderly, carers etc. These have got...

- Tax Yield. (13 Dec 2005)
Paul McGrath: Question 52: To ask the Minister for Finance his views on the tax overshoot in 2005 and the assumption underpinning tax forecasts for 2006; and the reason taxpayers are having to pay so much more than forecast. [39234/05]
- Tax Yield. (13 Dec 2005)
Paul McGrath: How could the Minister get it so wrong? How could estimates for tax returns have been so far off target in recent years? In 2004, there was a projected rise of â¬1.6 billion in extra tax take but the actual tax take turned out to be â¬4 billion. The Minister was off target by 140%. The expected increase in 2005 was â¬1.8 billion and, as the Minister just mentioned, the actual figure will...
- Tax Yield. (13 Dec 2005)
Paul McGrath: The Minister explained the formula he used to calculate the figure, which is obviously not working. He should go back to the drawing board. In 2003, it was forecast that capital taxes would fall by 23%, a figure of â¬604 million, but they rose by â¬1.2 billion.
- Tax Yield. (13 Dec 2005)
Paul McGrath: In 2004, it was forecast that there would be an increase of â¬25 million in capital taxes but the actual increase was â¬1 billion. How far off target will the Minister's estimates for 2006 be? Will he revise them at this stage? This additional tax take is coming from families and businesses which are obviously paying more tax than they need to for this country to survive. The average tax...
- Tax Yield. (13 Dec 2005)
Paul McGrath: The Minister appears to forget that, when someone fills his or her car with â¬40 of petrol, he or she is making a present of â¬25 to the Minister. These are real people with real families and real households. He forgets that when a person buys a new car costing â¬22,000, he or she makes a present of â¬8,500 to the Minister. He also forgets that when a young couple buys a house costing...
- Tax Yield. (13 Dec 2005)
Paul McGrath: These are real people and real families paying real taxes. Business people who pay tax also belong to households and families. The number of households is increasing substantially. I acknowledge and welcome the fact the number of people at work is also increasing. However, there has been a gross underestimate of the tax take in recent years. This estimate should be closer to the actual figure...

Paul McGrath: What about the â¬200 million spent on the PPARS system?
