Mary Coughlan: My Department indicated in the newspaper report referred to, that the Farm Improvement Scheme was open for applications at that particular time. It had been indicated on many occasions including in the terms and conditions of the Scheme that it would be suspended when the financial ceiling had been reached.

Mary Coughlan: An application to transfer entitlements from the father of the person named was received on 15th May 2007. The delay occurred because the transferor incorrectly quoted the herd number of the person named on the application form.
