Steven Matthews: I thank Mr. Lemass. I also thank the Department for facilitating the briefings both last week and today. There are a number of strands to this Bill and they are all quite complex, so we appreciate the witnesses' time on this. I will go to members now for questions, and if they keep their questions and the responses to them to five minutes, it will greatly assist us. I call Senator Fitzpatrick.
