Robert Troy: Mr. Finn made a point on the fixed charge penalties for those who were in that bracket of 50 mg to 80 mg, and that 75% of those accept their penalty and fine, and that is done straight away. It saves members of the traffic corps from going into court where the person who has been caught is fighting the case.
