- Written Answers — Department of Communications, Energy and Natural Resources: Disability Services Provision (31 Mar 2015)
Joe McHugh: I am advised that the provision of a facility and access for any proposed works would be a matter for the relevant Local Authority in the first instance, in this case Kerry County Council. I also understand that the Council may have purchased the adjoining lands and, in that regard, the issues as to whether fishing rights were part of the acquisition and what, if any, regulatory requirements...

Chomh maith leis sin, tá na scéimeanna faoina gcuirtí maoiniú ar fáil d'obair fheabhsúcháin ar bhóithre curtha ar fionraí. Sa chomhthéacs sin, níl sé beartaithe maoiniú a chur ar fáil d'Údarás na...
- Seanad: Commencement Matters: Community Care (25 Mar 2015)
Joe McHugh: I thank Senator Burke for raising this issue. An overarching principle of our health service is to provide patients with the most appropriate care and service in the most appropriate location provided by the appropriate health care professionals. Patients should not have to attend hospital unnecessarily, with all the added stresses and possible complications that such attendances involve....
- Seanad: Commencement Matters: Services for People with Disabilities (25 Mar 2015)
Joe McHugh: I thank Senator Byrne for raising this issue today and I am pleased to outline the Health Service Executive's position on the person concerned. I understand the person has a diagnosis of Asperger's syndrome and suffers from associated anxiety. He was offered temporary use of a vacant HSE property, known as Caradas, in Drumconrath a number of years ago when he became homeless. Caradas was...
- Seanad: Commencement Matters: Services for People with Disabilities (25 Mar 2015)
Joe McHugh: I appreciate that the Senator did not want to raise this issue publicly. If he contacted the HSE or local authorities formally, a response is the least he should have received. If that did not happen, that is not acceptable. I suggest that he could sit down with local representatives from the HSE and the local authorities. It is a very sensitive case. I will convey the Senator's strong...
- Seanad: Commencement Matters: Road Improvement Schemes (25 Mar 2015)
Joe McHugh: Tá mé buíoch don Seanadóir as an ábhar seo a ardú inniu. Faoi na scéimeanna a bhíodh ag an Roinn go stairiúil, bhíodh deontais chaipitil ar fáil chun muiroibreacha sa Ghaeltacht a fhorbairt, chun bóithre sa Ghaeltacht a fheabhsú, agus chun áiseanna ar nós hallaí pobail, páirceanna imeartha agus áiseanna...

Mar a bhí an Seanadóir ag rá faoi na deiseanna a bhaineann le Slí an Atlantaigh Fhiáin, tá deiseanna móra ann agus beidh go leor...

- Written Answers — Department of Communications, Energy and Natural Resources: Inland Waterways Maintenance (24 Mar 2015)
Joe McHugh: At the outset, I would remind the Deputy that when he previously raised this issue my reply did not confirm a start date in March 2015. Works as referred to by the Deputy are normally undertaken by the relevant Local Authority, in this case Kerry County Council. In relation to such works consultation with Inland Fisheries Ireland (IFI), the statutory body charged with ensuring the...

Joe McHugh: While my Department has carried out a preliminary examination of these applications, further consideration has been put on hold until there has been time to consider the outcome of the major research programme commissioned by the Environmental Protection Agency. As I have informed the House on a number of occasions no decision will be made on any proposal for the use of hydraulic fracturing,...

Joe McHugh: Inland Fisheries Ireland (IFI), the State Body with responsibility for the protection, conservation and management of the inland fisheries resource, was established by the Inland Fisheries Act 2010. The information requested predates the establishment of IFI, and therefore the declared catch details for eels in the period in question were reported separately to each of the then 7 Regional...

- Topical Issue Debate: Mobile Telephony (12 Mar 2015)
Joe McHugh: When I was in opposition, I did a lot of shouting about roaming charges. If one was going from O2Ireland to O2UK, crossing the Border, one was charged. That changed when various companies, such as O2, said if one was locked into O2North and South, one did not have to pay roaming but if one happened to move into another frequency, one would be charged.
- Topical Issue Debate: Mobile Telephony (12 Mar 2015)
Joe McHugh: Yes. There are still charges if one roams into a different network, such as Orange or Vodafone UK. There are data charges on top of that. Compared with 2007, the cost of outgoing voice calls has fallen by over 60% to 19 cent per minute. I agree that we have to work towards zero. Incoming voice calls have fallen 80% to 5 cent per minute. Outgoing texts have fallen from 11 cent in 2009...
- Topical Issue Debate: Mobile Telephony (12 Mar 2015)
Joe McHugh: I thank the Deputy for raising this issue. He is correct in that I have much empathy for what he describes as I have driven through the Border twice every time I have come to these Houses since 2002, or for 13 years. It has been an issue. I welcome this opportunity to clarify for the House the steps taken by the EU institutions to control, reduce and ultimately to eliminate roaming charges...
