Noel Coonan: We have dealt mainly with the macro aspect. On the micro end of it, could more be done at local level? For example in my constituency, joint drainage boards and drainage committees were either abandoned or not financed adequately. Is that having an effect? Many minor works could help alleviate floods.

He said that from the time representations are made, it takes four years, with approximately two years of planning and then 18 months to two years before completion of works.
