Written Answers — Department of Health: HIV-AIDS Programmes (26 Jun 2018)

Catherine Byrne: As the question refers to service matters it has been referred to the HSE for their direct reply to the Deputy.

Topical Issue Debate: Cross-Border Health Services Provision (21 Jun 2018)

Catherine Byrne: I apologise on behalf of the Minister for Health, Deputy Harris, who cannot attend today. The Minister responded to several Topical Issue matters, including one on cervical cancer, during the week. I do not know where he is but in any case I will respond and the Deputy may contact the Minister's office to relay her concerns about his absence. I have done exactly what Deputy O'Loughlin...

Topical Issue Debate: Cross-Border Health Services Provision (21 Jun 2018)

Catherine Byrne: I have no argument with the Deputy. We all want what is best for the patient. In light of the concerns the Deputy has raised and the fact that when people are informed by their GP or other professional and they go to a consultant in the hospital, somewhere along the way the message may get lost that there is another way forward. I do not have the specific answer on why the consultants and...

Topical Issue Debate: Climate Change Policy (21 Jun 2018)

Catherine Byrne: I only received word that I was to take the Topical Issue a while back.

Topical Issue Debate: Climate Change Policy (21 Jun 2018)

Catherine Byrne: I acknowledge that but to clarify, we contacted the Deputy's office to leave a message that I would take the matter. We said that if she wanted to make a change with the Ceann Comhairle, that would be fine by us. I will read the statement and then perhaps discuss the other matters Deputy Burton has raised. By the way, I was not at the launch. I am taking this matter on behalf of the...

Topical Issue Debate: Climate Change Policy (21 Jun 2018)

Catherine Byrne: I appreciate what Deputy Burton has said and her knowledge and passion on this subject. I am given a task to do. While the Deputy may not be happy with the reply, the issues she has raised have been noted and I will go back to the Minister on them. I will read part of the follow-up material in reply. The Government does not accept the assessment in the CAN Europe publication of 18 June...

Written Answers — Department of Health: Social Inclusion and Community Activation Programme Expenditure (21 Jun 2018)

Catherine Byrne: The social inclusion remit of the Department of Health provides targeted interventions for people from socially excluded groups who experience severe health inequalities. These groups include people involved in substance misuse, the homeless, Travellers and Roma, and refugees and asylum seekers. They frequently have difficulties accessing mainstream services...

Health Waiting Lists: Motion [Private Members] (20 Jun 2018)

Catherine Byrne: I thank Deputy Louise O'Reilly for bringing the motion before the House. As the Minister, Deputy Harris, has outlined, the Government will not oppose the motion. I want to comment on some of the remarks before I deliver my speech. Deputy Joan Collins referred to the killing of Sláintecare. I assure the Deputy that the Taoiseach, Ministers and the Government are committed to...

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: Amendments Nos. 1 to 3, inclusive, 7, 30 and 31 propose restrictions on advertising on the Internet and provide for related definitions and offences. The amendments propose to provide for the creation of an offence in the case that a person advertises, or causes to be advertised, an alcohol product on an information society service unless all reasonable steps are taken to ensure the...

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: I thank Deputy O'Reilly for withdrawing her amendment. Deputies will have an opportunity come back on this on Report Stage.

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: Amendments Nos. 4 to 6, inclusive, relate to the definition of "sell" in the Bill. I support the intention behind them but I do not propose to accept them on the basis that section 23 provides for the Minister for Health of the day to make regulations to address exactly the type of issues being targeted here. Under that section, the Minister can make regulations to prohibit or restrict the...

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: The amendment concerns the matters to be considered when amending the minimum price per gram of alcohol. It is proposed that the Minister for Health of the day should also have regard to data from health services relating to alcohol related presentations at health facilities. The Bill already provides at section 10(5) that the Minister shall have regard to health-related risks and other...

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: On the point raised by Deputy Durkan, the Bill provides at section 12(1) that calorie content will be indicated on the label. On Deputy O'Reilly's point, there is already a lot of evidence based data around minimum pricing, some of which I mentioned earlier. What the Deputy seeks to introduce is already provided for in the Bill.

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: I will address amendments Nos. 9, 12 and 14. The amendments to sections 12(1), 12(4) and 12(5) propose that the health warning and the information required on the label of alcohol products and notices in licensed premises and on websites where alcohol products are sold should be in both English and Irish. I am conscious that to achieve the objective of the Bill the provisions must be...

Catherine Byrne: May I come back in?

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: The problem is regarding the size of the labelling and everything else. If the contents of the label are so small it could detract from the message we are trying to get across. Having heard the contribution of Deputy Donnelly I will reflect on it now. Maybe we can look at it again on Report Stage, if that is of any help to the Deputy. I did not know Deputy Donnelly had a commitment from...

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: I am prepared to accept that.

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: It is something that can be reflected on for Report Stage. I will speak to the Minister for Health, Deputy Harris, if Deputy Donnelly withdraws the amendment.

Select Committee on Health: Public Health (Alcohol) Bill 2015: Committee Stage (20 Jun 2018)

Catherine Byrne: We are on group five. Have you left out amendment No. 17, Chairman?
