Denis Landy: They are elected in the municipal area, not the county.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Comprehensive Action Programme for the Reform of Local Government: Discussion (23 Oct 2012)
Denis Landy: As my party's spokesperson on local government in the Seanad, I thank the officials for attending today’s meeting. The action programme is quite detailed and has led to some confusion in the past week. Last Saturday, I attended a special delegate conference of my nominating body, the Association of Municipal Authorities of Ireland, AMAI, at which more than 130 councillors were...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Building Regulations: Discussion (16 Oct 2012)
Denis Landy: Was there any discussion on the matter of fortnightly meetings?
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: It is a very foolish person who raises his or her voice to discuss an issue without having first studied the subject matter.
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: I have read some parts of the report, which extends to more than 200 pages, since its launch at 11 a.m. Several speakers who admitted they have not read or examined the document made contributions that are foolish in the extreme. The purpose of the proposed reforms is to clean up the economic mess created by the Fianna Fáil Party. Today marks the beginning of a new era for local government.
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: I will first complete my contribution. Senator Leyden indicated that the number of county councillors would be reduced. He has clearly not read the document as it proposes to increase the number of county councillors from 830 to 950.
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: The proposals mirror the recommendations of a document produced in 2010 by the former Fianna Fáil Minister, Noel Dempsey, in which he sought the abolition of town councils.
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: I wish to make a number of points, after which I will ask a question of the Leader.
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: The document proposes to devolve new powers to local government in eight areas, namely, micro-enterprise, transport, roads, tourism, sport, heritage sites, flood relief and food safety. While I would like a debate on local government, it is not reasonable to expect it to be arranged for Thursday. Perhaps it will be held in the next couple of weeks. Will the provision of financial autonomy...
- Seanad: Order of Business (16 Oct 2012)
Denis Landy: I will value Senator Wilson's informed contribution to the debate.
- Seanad: Adjournment Matters: Suicide Prevention (11 Oct 2012)
Denis Landy: I thank the Minister of State for her reply, with which I am obviously very disappointed. I ask that she provide an undertaking to the effect that the funding for this specific course will be reinstated in 2013. She referred to an offer that those involved be allowed to complete the training at a venue in Waterford. We are dealing with 29 people and I am not aware of their social...
- Seanad: Adjournment Matters: Suicide Prevention (11 Oct 2012)
Denis Landy: I thank the Minister of State, Deputy Kathleen Lynch, for coming to the House to deal with this matter. It is an issue which I raised as a matter of urgency last week, relating to the directive from the Health Service Executive indicating the withdrawal of funding for travel expenses in regard to non-clinical work. Unfortunately, suicide awareness falls into the category of non-clinical...
- Seanad: Valuation (Amendment) (No. 2) Bill 2012: Second Stage (11 Oct 2012)
Denis Landy: There has been a tenfold increase since I inquired.
- Seanad: Valuation (Amendment) (No. 2) Bill 2012: Second Stage (11 Oct 2012)
Denis Landy: That is a subject more suitable for the Order of Business.
- Seanad: Valuation (Amendment) (No. 2) Bill 2012: Second Stage (11 Oct 2012)
Denis Landy: I welcome the Minister of State to the House and I apologise for being late, although I heard most of his speech outside the Chamber. I broadly welcome the legislation. It is long overdue. I would have liked it to go a little further and to have seen some correlation between the profit a business is making and the rates it pays. The Minister of State might respond that commercial...
- Seanad: Order of Business (11 Oct 2012)
Denis Landy: They were talking about the last Government. That is the problem. He or she was talking about the last Government.
