- Topical Issue Debate: School Enrolments (30 Apr 2013)
Noel Harrington: I thank the Ceann Comhairle for selecting this matter for discussion. I ask the Minister for Education and Skills to recognise the special position of primary schools on our offshore islands by extending the qualifying date for minimum enrolment from 30 September 2012 to 30 April 2013 so that some unique factors in island communities can be taken into account fully. I am not sure if the...
- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (30 Apr 2013)
Noel Harrington: Perhaps it is a question on which we could revert to the Department. Has Mr. Maguire any idea how long it typically takes to assess an EIS?
- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (30 Apr 2013)
Noel Harrington: What I am trying to do is determine the scale of the problem.
- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (30 Apr 2013)
Noel Harrington: I have a question for him also. We have got so much conflicting information on the effects of aquaculture. Sea lice and escapees comprise a major issue. The IFI has a view, to which it is entitled, and the industry has a view. Does the delegation agree that the Marine Institute is the competent authority to adjudicate on and publish the scientific data on aquaculture, particularly in...
- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (30 Apr 2013)
Noel Harrington: I welcome what Mr. Maguire has said. The only currency in terms of getting the aquaculture industry to increase the outcomes from the industry is licensing. It is the only game in town as far as I am concerned. There is the willingness, the people are in place and the expertise is becoming available. The international comparisons are frustrating, and Mr. Maguire explained the historical...

- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (30 Apr 2013)
Noel Harrington: I welcome the different organisations and bodies that have made presentations here. We are not talking about the fishing industry but only about the inshore sector, the islands, the coast and a specific issue concerning aquaculture. The organisations have given some very useful information. It gives an optimistic view of the potential that lies off our shores, which many living on the...

- Public Sector Pay and Conditions: Motion (Resumed) [Private Members] (24 Apr 2013)
Noel Harrington: I have to wonder what is the purpose of this motion given it is proposed by the last people in this House qualified to say anything credible about public servants and sustainable pay, conditions and work practices - those in Fianna Fáil. The hypocrisy, as I see it, is that the previous Government in dealing with any proposal surrounding public service pay and conditions simply...

Noel Harrington: I was making the point that sport is part of the remit of this committee, no more, no less.
- Joint Oireachtas Committee on Transport and Communications: Sponsorship of Major Sporting Events by Drinks Industry: Discussion with Alcohol Action Ireland and College of Psychiatrists of Ireland (17 Apr 2013)
Noel Harrington: Much of the very valuable testimony we have heard would be very relevant to the health committee. The joint committee has a sports remit. In that regard, I want to touch on a question posed by Deputy O'Mahony. In the suite of recommendations what is the priority or urgency of the proposed phased ban on sponsorship? I have a concern. If sponsorship was to be phased out, the national...
- Leaders' Questions (17 Apr 2013)
Noel Harrington: Does the Deputy want jobs?
- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (28 Mar 2013)
Noel Harrington: There is a separate process for the coastal zone management process and the baseline data collection process for the SACs. It is something we could take up. As Mr. Ó Cnáimhsí said, decisions could be island-proofed. Decisions are taken which have unintended consequences for islands in all legislation and not just in this area.
- Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion (Resumed) (28 Mar 2013)
Noel Harrington: First, I thank the Chairman for his initiative to establish this sub-committee of the Joint Committee on Agriculture, Food and the Marine. It was clear that the fisheries side was losing out compared to agriculture, which is the historical experience going back 40 or more years. I hope the sub-committee will go some way towards redressing the balance. I also thank the representatives of...
