Brendan Howlin: It is in terms of the proposals announced yesterday by Mr. Rishi Sunak, the UK Prime Minister, for migrants coming from an EU state, namely, France, across the English Channel into Britain. Anybody who arrives by that means will be detained and sent to a third country and will be disallowed from ever applying for asylum or citizenship within the UK.
