Dominic Hannigan: In effect, Spanish citizens living in Dublin have a right to vote in the European Parliament election in the Dublin constituency for whichever candidates they like. My understanding is that they also have a right to vote in the European elections in some Spanish constituencies, perhaps linked to their provinces. Is that the case?
