I presume that before coming here today the Minister would have asked whether they needed to be put out to tender and cited it as a victory and an answer to the problem. Surely, he should know whether they need to be put out to tender. Surely he would have asked when it would be put into operation.

My lack of confidence in the Minister to date stems from the fact that he has not got involved, but he can redeem himself by establishing a forum for all stakeholders.
