- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: I agree entirely with the Chairman. What is more concerning is that there is not an explicit agreement that brings no environmental benefit. I was going to make a second point. Has the Department carried out an analysis of the planning and EIA regulations in those countries from which it is suggested that we would continue to import peat to see how they play against ours in terms of the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: I have to say-----
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: I will finish on this because Deputy Fitzmaurice wants to come in as well. Does Mr. Nugent think any substitute consent application will be challenged?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: Does Mr. Nugent not see a problem here? Mr. Nugent has said that the onus is on the sector to engage with the process that is there but there is also an acknowledgement that that process, if it is engaged with, will be challenged at significant cost. There will be a significant time delay.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: Absolutely. In this instance, does Mr. Nugent not accept that a substantial proportion of the challenges are being won and the problem must lie in the legislative basis on which the applications are made?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: Perhaps I am not phrasing this correctly. I am saying if there are ongoing challenges on the premise of a particular type of application and if those challenges are routinely successful, does Mr. Nugent not accept that there may be a problem in the premise of the legislation as opposed to the people who are making the applications in the first place?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: Does the current system recognise exceptional circumstances or how is that being addressed?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: What would Mr. Carberry see as being a valid exceptional circumstance?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Discussion (20 Jul 2021)
Matt Carthy: Maybe Mr. Lucas could point out if he is satisfied that the exceptional circumstances condition can be met, or if it has ever been met to his knowledge, and I will finish there.
- Ceisteanna Eile - Other Questions: Gender Equality (15 Jul 2021)
Matt Carthy: I thank the Minister for his response. Just as we need more young people to enter farming, we also need more women, which will make farming a more successful endeavour and ensure it makes an even more positive contribution to our society. The evidence we have seen in other sectors is that statutory bodies such as Teagasc must be obliged to ensure that women enter training and education...
- Ceisteanna Eile - Other Questions: Gender Equality (15 Jul 2021)
Matt Carthy: 15. To ask the Minister for Agriculture, Food and the Marine the articles of the new CAP he plans to avail of in order to increase the number of female farmers in Ireland, the additional measures he plans to put in place in order to address the low level of female farm ownership and the manner and type of supports that will be provided. [38159/21]
- Ceisteanna Eile - Other Questions: Gender Equality (15 Jul 2021)
Matt Carthy: I am sure the Minister will agree that there are many female farmers across the country. The difficulty is that very few of them are recognised as such. The level of female farm ownership is pitifully low. I would like to hear the Minister's thoughts and proposals on how the next CAP plan and other measures can try to address that.
- Ceisteanna Eile - Other Questions: Gender Equality (15 Jul 2021)
Matt Carthy: I thank the Minister for his reply. I am glad to hear that he is considering this matter an important one that needs to be addressed. If we are to have a farm structure process across the country that is reflective of the reality on the ground, it must involve culture change and policy changes. A draft CAP plan was published on 11 June in terms of negotiations and contained two articles....
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Horticulture Sector (15 Jul 2021)
Matt Carthy: Herein lies part of the difficulty. As I mentioned, we already have had interactions with the Minister of State, Deputy Noonan, the Minister, Deputy Eamon Ryan, and the Minister of State, Senator Hackett. The reason I submitted this as a priority question was to appeal to the Minister for Agriculture, Food and the Marine, Deputy McConalogue, as the lead Minister in his Department to...
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Horticulture Sector (15 Jul 2021)
Matt Carthy: The problem is that the question was not answered. There are no credible, sustainable alternatives at present. As for research and development, Teagasc has stated that it will take up to a decade before that is available. What is being proposed as the alternative by Ministers such as the Minister, Deputy Eamon Ryan, is that we import peat from third countries. That is nonsensical. It is...

Matt Carthy: On a point of information-----
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Common Agricultural Policy (15 Jul 2021)
Matt Carthy: The problem is that the questions were not answered. This is supposed to be oral questions to the Minister.
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Horticulture Sector (15 Jul 2021)
Matt Carthy: 3. To ask the Minister for Agriculture, Food and the Marine his plans to address the emergency situation in the horticulture and mushroom sector due to peat shortages. [38154/21]
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Horticulture Sector (15 Jul 2021)
Matt Carthy: The Minister will be aware that the horticulture sector, particularly the mushroom sector, is potentially facing an emergency situation due to peat shortages. Unfortunately, this issue crosses several Departments, but there is a role for the Minister for Agriculture, Food and the Marine to pull all those Departments together and ensure this situation is resolved before it reaches crisis point.
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Common Agricultural Policy (15 Jul 2021)
Matt Carthy: 1. To ask the Minister for Agriculture, Food and the Marine the planned framework for developing the CAP strategic plan; the redistributive measures he plans to pursue within the flexibilities provided; and if he plans to submit the plan to the Houses of the Oireachtas for amendment or approval.
