Enda Kenny: The provision of 21 hours for a Committee Stage debate is unprecedented. It is not a case of rushing something through here rather it is a case of rationalising the debate by way of grouping of amendments from Deputies and addressing them in the same way as occurs during debate on the Finance Bill or in the budgetary situation. Some 40 hours have been allocated to debate on this Bill.
