Fergal Browne: Hear, hear.

Seanad: Suicide Incidence: Statements. (19 May 2005)

Fergal Browne: Hear, hear.

Seanad: Order of Business. (10 May 2005)

Fergal Browne: I concur with previous speakers who requested a debate on Northern Ireland. The lesson to be learned from the election results is that we must question matters far more. All parties agreeing with one another is not necessarily the way forward. The former Senator and former deputy leader of the SDLP, Mr. Séamus Mallon, spoke on the radio today and was quite critical of British Prime Minister,...

Seanad: Order of Business. (10 May 2005)

Fergal Browne: I ask the Leader to ascertain from the Minister if he has a business model in mind.

Seanad: Order of Business. (10 May 2005)

Fergal Browne: I sought a business model for the Minister's café bar proposals.

Seanad: Order of Business. (10 May 2005)

Fergal Browne: The Minister has not thought it through.

Seanad: Order of Business. (5 May 2005)

Fergal Browne: Will the Leader arrange for a debate on the schools building programme and have the Minister for Education and Science attend? We are now in May and schools are facing another September without having advanced through the programme. The devolved grants are a welcome step but in one school in County Carlow, instead of receiving the €1 million it was looking for, it got €560,000. This left...

Seanad: Order of Business. (5 May 2005)

Fergal Browne: I am illustrating a point. Last week, that school got word that a lift will be put into the old school despite the earlier promise. This is crazy and it is time for a debate on the issue.

Seanad: Order of Business (Resumed). (4 May 2005)

Fergal Browne: I agree with Senator O'Meara's request that the Tánaiste and Minister for Health and Children come to the House to debate the latest reports on caesarean sections. The controversial issue of home births should also be debated. Many mothers who wish to give birth at home are being prevented from doing so by the health services. As it is May the end of the school year is approaching. Schools...

Seanad: Sustainable Rural Housing Guidelines: Statements. (28 Apr 2005)

Fergal Browne: I welcome the Minister and his official to the House. I did not lose too many night's sleep over these guidelines. There was a furore in response to the guidelines issued by the former Minister for the Environment, Heritage and Local Government, Deputy Cullen. Those guidelines made no difference in Carlow. Perhaps they made a difference elsewhere. In Carlow the previous guidelines made...

Seanad: Sustainable Rural Housing Guidelines: Statements. (28 Apr 2005)

Fergal Browne: The situation is far from satisfactory at present. We should provide serviced sites. In Rathoe, Carlow, a developer has sold serviced sites which have been greatly appreciated by young people. They can buy a site with services provided and build their own house. That was the norm years ago. We need a balance, rather than building huge estates in urban areas and one-off housing in rural areas....

Seanad: Sustainable Rural Housing Guidelines: Statements. (28 Apr 2005)

Fergal Browne: If Senator White goes to Dingle she will know exactly what I mean.

Seanad: Schools Building Projects. (28 Apr 2005)

Fergal Browne: I welcome the Minister of State to the House. My Adjournment matter arises from the press statement issued last week by the Minister for Education and Science, Deputy Hanafin, which confused me and many other people throughout the country in terms of the type language used and its lack of substance. The statement referred to schools that would progress through architectural planning but those...

Seanad: Schools Building Projects. (28 Apr 2005)

Fergal Browne: While I thank the Minister of State for his reply, I am still no wiser. What does the phrase "projects being authorised to progress through the architectural planning process during this year" mean in layman's terms? I do not expect the Minister of State to answer immediately, but perhaps he will find out for me. Does it mean the projects are authorised to seek planning permission? On...

Seanad: Health and Social Care Professionals Bill 2004: Report and Final Stages. (27 Apr 2005)

Fergal Browne: I move amendment No. 32: In page 47, between lines 16 and 17, to insert the following: "(6) (a) In this Act, the title 'physical therapist' shall be deemed equivalent to the title 'physiotherapist' and its use restricted exclusively to those professionals who are registered as physiotherapists. (b) Anyone contravening paragraph (a) is guilty of an offence." Amendment put.

Seanad: Health and Social Care Professionals Bill 2004: Report and Final Stages. (27 Apr 2005)

Fergal Browne: I welcome amendment No. 33. I am not surprised by the Minister's response to amendment No. 34 and I appreciate that it would have wide-ranging implications for all legislation. However, it is something that should be examined. One can take the example of the current legislation regulating the sale and use of fireworks. The maximum fine for a person in possession of fireworks is €5, which...

Seanad: Health and Social Care Professionals Bill 2004: Report and Final Stages. (27 Apr 2005)

Fergal Browne: I second the amendment.

Seanad: Health and Social Care Professionals Bill 2004: Report and Final Stages. (27 Apr 2005)

Fergal Browne: I thank the Minister and his officials on behalf of myself and my colleagues. This is an interesting Bill. I did not know about words such as "podiatrist" and "physical therapist" before it was introduced. I am somewhat wiser now. I am not so sure that I know all the answers, but I am clearer in my own mind about certain issues. I thank the Minister of State and his colleague, the Minister of...

Seanad: Health and Social Care Professionals Bill 2004: Report and Final Stages. (27 Apr 2005)

Fergal Browne: I second the amendment.

Seanad: Health and Social Care Professionals Bill 2004: Report and Final Stages. (27 Apr 2005)

Fergal Browne: I welcome the Government amendment. To be fair to the Minister of State, Deputy Tim O'Malley, he did say on Committee Stage that he would bring forward an amendment. He has brought forward a comprehensive amendment and, as a result, I do not intend to move amendment No. 14. The purpose of my amendment was to ensure that the professions would not become closed shops, as some have, and that...
