Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: From the outside, the building looks substantially complete. Mr. Gunning has given a figure for that. Internally, according to him, 27 of 3,000 rooms have been completed. It is hard to fathom why BAM has committed to 3,000 rooms at this stage. What amount of work has been done on all those rooms? Have they been substantially completed?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: I thank Mr. Devine for that. I believe Mr. Gunning said on the last occasion that a high percentage of the value of the claims relates to a small number of individual claims. Is that still the case? Could he expand on the main drivers of claims?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: I am sure others will take that up. I have one final question. Mr. Gunning says there is a public tender in progress for the construction of the family accommodation unit. Is that a separate building entirely from the main structure?

Seán Kyne: Now.

Seanad: An tOrd Gnó - Order of Business (6 Jul 2023)

Seán Kyne: I join in tributes to the late Brendan Daly. I never met Mr. Daly but I am aware of his role and of his service to the people of Clare and to the country. Ar dheis Dé go raibh a anam dílis. My good friends in Inland Fisheries Ireland are before the Committee of Public Accounts today and I was watching them all morning. They have an awful tale of woe, upset and having been...

Seanad: An tOrd Gnó - Order of Business (6 Jul 2023)

Seán Kyne: -----but he had a good working relationship with them. I am not sure what it was. Everything is wrong except the executive, which is doing a tremendous job according to himself. There are no issues. He apologised for a number of issues which are on the public record there. I welcome any apologies but I just find the stuff I am hearing today from officials, both within Inland Fisheries...

Seanad: Energy (Windfall Gains in the Energy Sector) (Temporary Solidarity Contribution) Bill 2023: Second Stage (6 Jul 2023)

Seán Kyne: The Minister of State is welcome. I am taking this Bill on behalf of my colleague, Senator McGahon, who cannot be with us. I welcome the introduction of the Bill and look forward to it being enacted. The Title to the Bill contains a word with which we can all agree, namely, "solidarity". What we are looking at here is a temporary solidarity tax. It is clear that the consequences of the...

Seanad: Energy (Windfall Gains in the Energy Sector) (Temporary Solidarity Contribution) Bill 2023: Second Stage (6 Jul 2023)

Seán Kyne: When is it proposed to take Committee Stage?

Seanad: An tOrd Gnó - Order of Business (5 Jul 2023)

Seán Kyne: We had a very interesting debate with the Irish Dental Association at the Committee on Health this morning, and I have had some dealings on issues of dentistry in my constituency last year where an orthodontic practice closed, which had consequences for patients and for patient care for a time. The Irish Dental Association states the legislation governing dentistry, the Dentists Act, is...

Seanad: Broadcasting (Restriction of Salaries) Bill 2023: Second Stage (5 Jul 2023)

Seán Kyne: I am advised by Senator Malcolm Byrne that we have another visitor, Councillor Nicholas Crossan of Donegal County Council. He is very welcome to the Gallery. I also welcome Chelsea Canal, a student at Villanova University, who is interning with Senator Malcolm Byrne and has a particular interest in media. She picked a good couple of weeks to be here and be involved in the discussion and...

Joint Oireachtas Committee on Health: Irish Dental Association Strategic Workforce Plan: Irish Dental Association (5 Jul 2023)

Seán Kyne: I welcome the witnesses. Mr. Hourihan mentioned screening in primary schools, ideally in second, fourth and sixth class. He reckons there are 200,000 children in these classes, and 100,000 have been seen, including some of those in second level. Is every primary school covered at second, fourth or sixth class? Are some covered at second and fourth? Who decides that?

Joint Oireachtas Committee on Health: Irish Dental Association Strategic Workforce Plan: Irish Dental Association (5 Jul 2023)

Seán Kyne: Are things like adult braces and so on a direct consequence of inadequate screening?

Joint Oireachtas Committee on Health: Irish Dental Association Strategic Workforce Plan: Irish Dental Association (5 Jul 2023)

Seán Kyne: Mr. Hourihan also mentioned the most vulnerable falling further behind, in particular children. He also mentioned special care and those with a disability. Certain children and adults who may have profound disability will have communication issues. They may require more complex care, such as sedation, etc. How have they been impacted? Are they prioritised?

Joint Oireachtas Committee on Health: Irish Dental Association Strategic Workforce Plan: Irish Dental Association (5 Jul 2023)

Seán Kyne: Mr. Hourihan mentioned the 1985 legislation. Does that need to be updated for the Minister to sign off? Mr. Hourihan said he can sign off with the stroke of a pen. Does that have to be updated to create these specialties?

Joint Oireachtas Committee on Health: Irish Dental Association Strategic Workforce Plan: Irish Dental Association (5 Jul 2023)

Seán Kyne: There are just a couple of issues I wanted to raise. While we ramp up places in universities, as Deputy Ó Murchú suggested will be done based on announcements from the Minister, is there scope to use retired dentists in their first, second or third year after retirement if there is not an age limit? I ask Mr. Hourihan to clarify whether there is. Perhaps this happens anyway. I...

Joint Oireachtas Committee on Health: Irish Dental Association Strategic Workforce Plan: Irish Dental Association (5 Jul 2023)

Seán Kyne: It is something that is worth considering. I will certainly raise that up the line. On education, we all know the basics. We try to further that legislatively, whether through tobacco legislation, sugar tax, the Healthy Ireland framework or different measures such as those. Could more be done within our school system in terms of education? I am talking about the importance of oral health...
