- County Enterprise Boards (Dissolution) Bill 2013: Report and Final Stages (27 Feb 2014)
John Perry: I wish to thank Deputy Calleary for his huge input into this Bill. I much appreciate all of the ideas he has proposed. I must emphasise that this is a technical Bill to dissolve the existing support structure for micro-enterprises and transfer the functions to Enterprise Ireland to be delivered on Enterprise Ireland's behalf by local authorities. There will, however, be local county...
- County Enterprise Boards (Dissolution) Bill 2013: Report and Final Stages (27 Feb 2014)
John Perry: I must state that there was a huge dialogue with enterprise. This is a transformational change in every sense. Service level agreements, SLAs, are operational agreements between local authorities and Enterprise Ireland. Such agreements never previously obtained at this level. There is no intention to take away from the current oversight relationship that exists between elected councillors...
- County Enterprise Boards (Dissolution) Bill 2013: Report and Final Stages (27 Feb 2014)
John Perry: I thank Deputy Tóibín for his input to the Bill. This is a technical tranche of legislation, the purpose of which is to implement the 2012 Government decision to dissolve the county enterprise boards, transfer their functions, assets and liabilities to Enterprise Ireland and to allow for the transfer of the existing staff. I note Deputy Tóibín's concern in respect of...
- County Enterprise Boards (Dissolution) Bill 2013: Report and Final Stages (27 Feb 2014)
John Perry: The Bill is about enterprise, job creation and the establishment of a one-stop-shop for business. We have a compliance agency for labour law, namely, NERA. It has a staff of 60 inspectors to ensure compliance with the law and they are fully trained for that purpose. The staff of LEOs are not best placed to deal with the employment law problems in respect of which Deputy Tóibín...
- County Enterprise Boards (Dissolution) Bill 2013: Order for Report Stage (27 Feb 2014)
John Perry: I move: "That Report Stage be taken now."
- Joint Oireachtas Committee on Justice, Defence and Equality: European Police College: Motion (26 Feb 2014)
John Perry: I am speaking on this matter on behalf of the Minister for Justice and Equality, Deputy Alan Shatter, who is unavoidably detained elsewhere on business. The Minister recommends that Ireland exercise its discretion to opt in to this measure, which concerns temporarily moving the seat of CEPOL from Bramshill in the United Kingdom to Budapest in Hungary until a long-term solution for the future...
- Joint Oireachtas Committee on Justice, Defence and Equality: European Police College: Motion (26 Feb 2014)
John Perry: The Minister was disappointed. That was a vote at the Council of Ministers. We were unsuccessful in the bid but we are happy with the recommendation being made today.
- Joint Oireachtas Committee on Justice, Defence and Equality: European Police College: Motion (26 Feb 2014)
John Perry: Yes. The eventual seat will be in the Hague. That discussion is ongoing. This is just a temporary shift to Budapest.
- Joint Oireachtas Committee on Justice, Defence and Equality: European Police College: Motion (26 Feb 2014)
John Perry: Costs are important but Bramshill is closing down. That is the main justification for the change. If it had remained open, this debate would not be taking place.
- Joint Oireachtas Committee on Justice, Defence and Equality: European Police College: Motion (26 Feb 2014)
John Perry: It is frequently discussed at the Council of Ministers but there is no definitive proposal at the moment.
- Joint Oireachtas Committee on Justice, Defence and Equality: European Police College: Motion (26 Feb 2014)
John Perry: It was very efficient.
- Seanad: Adjournment Matters: Job Creation (25 Feb 2014)
John Perry: The Senator will have to admit that there is a lot of straight talk in the reply I have given him. Action is being taken and it is yielding results, as is clear from various job creation announcements, the plan by IDA Ireland to build an advance manufacturing facility as well as the enormous investment by Glanbia on the Waterford-Kilkenny border. A lot of new jobs are being created in the...
- Seanad: Adjournment Matters: Job Creation (25 Feb 2014)
John Perry: I thank Senator Cullinane for raising this important issue. The House is aware that the guidelines for regional aid, also known as investment aid, enable the State's industrial development agencies to pay grants at enhanced rates to business in order to support new investment and employment in productive projects in Ireland's most disadvantaged reasons. This helps in the convergence of...
- Recent Flooding: Statements (Resumed) (19 Feb 2014)
John Perry: Well done, Deputy.
- Topical Issue Debate: Driver Licence Applications (19 Feb 2014)
John Perry: This is a major transformation of the service. Of 150,000 applications, almost 125,000 licences have been issued. In respect of incomplete applications, regardless of how good the office is, if an application is incomplete, the licence cannot be issued. There is a responsibility on the applicant to correct his or her application. The National Driver Licence Service, NDLS, is on track to...
- Topical Issue Debate: Driver Licence Applications (19 Feb 2014)
John Perry: Have faith; it is coming. It is on track.
- Topical Issue Debate: Driver Licence Applications (19 Feb 2014)
John Perry: The Minister is very concerned also.
- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: The Deputy’s point is very valid, and I will raise it with the Minister for Transport, Tourism and Sport, Deputy Varadkar. I fully understand the Deputy’s very clear point. Iarnród Éireann does its utmost to facilitate all passengers. On the Sligo line a ramp is available. Many of the station personnel, when they are on the platform, can make this ramp available...
- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: That is the maximum requirement but according to my information 24 hours is not an exact stipulation. If somebody arrives at the station an hour or half an hour before his or her departure and makes this known to personnel the ramp will be made available. A lot of common sense is used.
- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: I am quite certain that 24 hours is the maximum stipulation, but managers have discretion and the person can arrive half an hour before departure.
