- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: Of the 14,700 staff funded in budget 2021, 7,000 will not be recruited this year. Is that correct?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: How can anybody have confidence that the HSE is adept and capable of addressing the waiting lists we have described?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: If more than 163,000 people have been waiting more than 18 months to see a consultant, and leaving aside whatever treatment may be required, that indicates this problem predates any cyberattack or Covid pandemic and therefore the central question remains - how can we have confidence that, even with an increased budget under budget 2022, the HSE as currently structured will be able to deliver...
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: I will ask some questions of Mr. Reid to outline some of the other figures. The waiting list for an oncology appointment has increased from 32,000 to 94,000 since 2019. The waiting list for an audiology appointment has increased from 16,000 to over 19,000, with 7,000 people waiting more than a year. Are we in a worse position than we may have been due to the historical deficiencies in all...
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: We are moving to the point of the pandemic where people are wondering what shape our health services will now take and how we will address some of the deficiencies in our health services that have been exposed. I would like to go through some of the areas where they may be particular issues with Mr. Reid. The following figures are from August. The waiting list for breast surgery in 2019...
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: The figure I have is 151, but that may be a month or two old.
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: No. My understanding of the figures is that there are 151 individuals awaiting breast surgery. Can Mr. Reid outline how many of those 151, assuming that is the correct figure, will be addressed by the end of this year and what proposals are in place to eliminate that list?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Matt Carthy: In regard to orthopaedics, the waiting list figures are 9,879 for 2019, 10,282 for 2020 and 9,698 for 2021. It would appear the figures are stable. They are outlandish but stable. Why is it that in regard to orthopaedics we are in a position to manage numbers whereas in almost every other area the numbers increased exponentially?
- Written Answers — Department of Public Expenditure and Reform: EU Funding (23 Sep 2021)
Matt Carthy: 15. To ask the Minister for Public Expenditure and Reform the funding that the Exchequer will receive from the EU Brexit Adjustment Reserve; the expected timeframe for receipt of that funding; if he proposes to initiate a consolation process regarding the distribution of this funding; and the other proposals he plans to present in this regard. [44746/21]
- Written Answers — Department of Public Expenditure and Reform: Flood Risk Management (23 Sep 2021)
Matt Carthy: 50. To ask the Minister for Public Expenditure and Reform the expected timeframe for completion of an overflow pipe at Lough Funshinagh. [44887/21]
- Written Answers — Department of Education and Skills: School Staff (23 Sep 2021)
Matt Carthy: 94. To ask the Minister for Education and Skills her proposals to regularise pay and conditions for school secretaries. [44740/21]
- Sea-Fisheries (Miscellaneous Provisions) Bill 2021: Second Stage (21 Sep 2021)
Matt Carthy: I want to put on the record of the House my commendation to Deputy Mac Lochlainn on the work he has done in this area. I am the Sinn Féin spokesperson on agriculture, food and the marine but we recognised early on that the challenges facing our fishing and coastal communities were so great that we needed to have a dedicated person of ability to address and deal with these issues...
- Education (Voluntary Contributions) Bill 2021: First Stage (21 Sep 2021)
Matt Carthy: This is the first legislation to which I have had the honour of putting my name. I commend it to the House. This is the time of year when many families, particularly those with school-going children, find themselves under financial stress, with many traditionally receiving home and motor tax insurance renewal documents at this time. People are already planning for the Christmas period....
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: The Chairman referenced some of the madness of the Celtic tiger era. One of the areas of madness that we have not moved away from is the exorbitant fees that are often paid by State agencies. It is suggested, in this piece of correspondence, that the total fees incurred relating to the liquidation and wrap-up of this process could be €327 million. That appears to be astronomical. I...
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: That would reinforce my view that we should ask the Department to give an analysis as to what checks and balances are in place in terms of the value-for-money auditing of each line of the expenditure.
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: I will deal with it at the private meeting.
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: I want to reiterate everything the Cathaoirleach has said. This situation is completely unacceptable. The attitude and position of the Department are nonsensical. We are at a very advanced stage of contracting. As the Cathaoirleach has said, the Department is not able to give us even an estimated figure for the final cost of this project. The one thing we can say with absolute certainty...
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: I seek clarity. Are we also taking No. 741 now?
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: There are a number of issues on No. 741. Regarding the correspondence from the Department, I reiterate what Deputy Munster has said. It appears that the Department is quite satisfied to have a hands-off approach regarding the expenditure of public moneys by RTÉ. I have a number of issues with No. 741; I can deal with them separately.
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Matt Carthy: Both the Chairman and Deputy Murphy have touched on a number questions that are outstanding. It would be incredibly useful for us to invite RTE to return to the committee to analyse some of these matters further. We belatedly know that RTE has paid €1.22 million in respect of what were essentially - to call a spade a spade - bogus employment practices. It would be useful for this...
