Gerry Horkan: Can we get a breakdown of the figure of 1,000, if possible? To how many has the bank written and how many have responded? Is it 400, 600 or 950? Perhaps Ulster Bank might then think about engaging in an advertising campaign asking the wider public if they were Ulster Bank mortgage holders who switched their accounts and stating they might have been affected by the tracker mortgage issue....

Gerry Horkan: I welcome Members and the Minister. Is this the Minister's first time in the new Chamber?

Gerry Horkan: The Minister is very welcome to our temporary new home. The Minister will first make a statement on direct provision, then group spokespersons will have eight minutes each to make statements. The Minister will then be called on to reply. He will have four minutes. Statements must conclude by 2 p.m.

Gerry Horkan: I thank Senator Ó Clochartaigh. Before I go on to our next speaker, I welcome Deputy Jackie Cahill and the delegation he has brought to the Public Gallery today. They are very welcome to our new home. We will now continue with the debate. I call on Senator Black, who has eight minutes.

Gerry Horkan: I thank Senator Black. The Order of Business says that only group spokespersons are to speak, that they have eight minutes each and that their time can be shared. Senator Norris is not a member of a group but I am happy to exercise my discretion and allow him to speak for up to five minutes.

Gerry Horkan: I am sure the Senator did not mean anything untoward by what she said. Private Members' time was scheduled to last two hours and as soon as it was finished we were to revert back to the Private Members' Bill.

Gerry Horkan: Perhaps the Senator should reflect on her use of the phrase "jiggery-pokery". The schedule was published, and it was what it was. The debate on the Private Members' Bill only took an hour rather than two hours. I do not think that she would want it on the record of the House a suggestion that something untoward was done. I am sure she has not made such a suggestion.
