Enda Kenny: The Deputy knows this well himself. He served in many Governments with the same constitutional provision and that did not seem to keep people quiet either. The intention was not to remove the constitutional provision or amend it. It was probably to embellish the fact that people should keep confidential matters discussed at Cabinet.
