Pearse Doherty: Sorry, that is completely and utterly untrue. I ask the Minister to clarify if it is possible to provide a VAT refund under the Commission's toolbox that was published on 13 October. As the Minister knows, and has acknowledged, at least one finance minister has engaged with the Commission on zero-rating VAT temporarily.
