Is there a concern that the slice of State money to provide services that they are taking would drop the standards in the facilities? If, for example, the €500,000 is to provide services to a certain number of people and 10% or 20% of that is being taken by an intermediary, could it lead to a drop in the quality of services?

I understand that the quarters in a lot of the buildings may not be suitable and some of them may be in a derelict state.
