Gerry Horkan: Is the Deputy looking for three in a row?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Gerry Horkan: I thank the witnesses for their attendance. I should probably declare that I used to represent the Association of Irish Local Government. I was the inaugural chair of the AILG audit committee and the inaugural trustee. I was also happy to be a councillor for 12 years and I have been a Senator for one and a half years.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Gerry Horkan: Who knows, although I am not anticipating it. I was very happy when I was in the organisation. I thank the Chairman for being helpful as always. Much of the discussion on the Bill in this committee has taken place in private session. Senators were not privy to the discussions on the Bill in the select committee, although I read the transcripts of the relevant meetings. There is...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Gerry Horkan: A number of Senators and Deputies in my party and others were councillors and have auctioneering backgrounds. I get no great sense that people have realised how impactful this might be. If people are involved in something, they will be banned from having any further dealings with it. They cannot even declare it and then deal with it. People might not have realised this.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Gerry Horkan: To be fair, everyone who owns land or whose family owns land is good at declaring an interest in advance. That is certainly the case in my local authority. However, this is more about an auctioneer, solicitor or architect who, when he or she is rezoning a field, does not know what will happen in the future. Some counties are large. I happened to be a representative in the geographically...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Gerry Horkan: I am glad that has been clarified. Officials from the Department of Public Expenditure and Reform were before us. The Department did a public sector standards briefing on the Bill in the audiovisual room. I was the only member of the Oireachtas present. At the time, there did not seem to be that much concern. Only for the Chairman, me and a number of other members of this committee...

- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Gerry Horkan: I am very sorry that not all of those who indicated got a chance to contribute to the debate. The Minister of State has to leave now but he has given a commitment that he will come back next week so that we can continue this discussion.
- Seanad: Business of Seanad (16 Nov 2017)
Gerry Horkan: Is that agreed? Agreed. When is it proposed to sit again?
- Seanad: Legal Metrology (Measuring Instruments) Bill 2017: Report and Final Stages (9 Nov 2017)
Gerry Horkan: I welcome the Minister of State at the Department of Justice and Equality, Deputy Stanton. He seems to spend more time in the Seanad than elsewhere. Before we commence, I remind the House that a Senator may speak only once on Report Stage, except the proposer of the amendment who may reply to the discussion on the amendment. On Report Stage, each amendment must be seconded. Amendment No....

Gerry Horkan: Senator Ó Clochartaigh without interruption.
- Seanad: Water Services Bill 2017: Second Stage (9 Nov 2017)
Gerry Horkan: I thank the Senator. I note that we were all sent a timely email from Irish Water in the last hour on the Irish Water national water resources plan, consultation No. 1. I do not know if the Minister organised for that to happen in the middle of our debate. There is work being done. I call on the Minister to conclude the debate.
- Seanad: Water Services Bill 2017: Second Stage (9 Nov 2017)
Gerry Horkan: Am I not pointing out precisely that?
- Seanad: Commencement Matters: School Accommodation (8 Nov 2017)
Gerry Horkan: The Minister of State, Deputy O'Donovan, and I usually talk about finance matters. This morning he is covering for the Minister for Education and Skills, Deputy Bruton, in respect of a matter of concern to people who live close to me. I know the Minister of State is somewhat aware of the situation, which has been going on for some time. I will elaborate on some of the facts before giving...
- Seanad: Commencement Matters: School Accommodation (8 Nov 2017)
Gerry Horkan: I thank the Minister of State for his reply. I appreciate that the negotiations involved are commercially sensitive. I emphasise that school authority is aware of the compulsory purchase order, CPO, relating to Knocklyon. I will not ask the Minister of State to further outline those details that are commercially sensitive but I stress the urgent need to proceed with the project as soon as...
