James Reilly: The section refers to advice regarding compliance with section 22 of the Exchequer and Audit Departments Act 1866 and section 19 of the Comptroller and Auditor General (Amendment) Act 1993. Compliance with these sections relates to Accounting Officers. The amendment is required because the director general will be the Accounting Officer who must comply with the legislation in question.
