Timmy Dooley: I am pragmatic. I understand many of the Deputies opposite will not vote against the Government tonight. However, they have an opportunity to encourage the Minister to change this decision.

Timmy Dooley: To finalise my position, let us clear away this notion that an appeals process is going to resolve everybody's problems. I noticed many Deputies hanging on that point. It will not happen. It will perhaps provide the Government with an opportunity to say it was the appeals officer's decision and nothing to do with the Government or the Minister.
