If we have this 11,700 that have not engaged and many of them will not engage up to tonight, there is a reason they have not engaged, most possibly because they do not have the finances to be able to pay it now, so they are not going to be able to pay 8% or 10% on top of that as well. The danger is that people are going to be pushed out of business.
