- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: Following on from the Leitrim example, the reason the county is on the red map is because of the four water quality criteria that were set out 18 months ago. Was that not the mistake that was made? The criteria that were set out 18 months ago ensured that places like Leitrim, which had very low stocking rates, could not pass. When it comes to the next derogation and the debate around it,...

Tim Lombard: Will Leitrim ever pass the four tests?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: If you fail one, you fail the test. Am I right?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: I am tight for time. Perhaps Mr. Callanan could correspond with me in writing on that. On the economic impact of the decision, what has happened in the last month is probably the worst decision for agriculture and the dairy industry in 40 years. Can the Minister give me a breakdown of the economic impact the decision will have on the State, for milk processors and farmers, and in respect...

Tim Lombard: The 3,000 does not include the banding yet.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: We have a different modelling system compared with the international model of milking cows. We have a grass-based system, not a high-feed system, so the potential for us to cull the 10% worst cows to increase production is not there because we have maximised that, in particular in the past 18 months.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: I want to get clarification about the targeted measures the Minister is proposing. What are the targeted measures that could be enforced in red areas going forward? Will the Minister be proposing to have those target areas for derogation farmers and non-derogation farmers or only for derogation farmers in the red areas?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: I am referring to whatever targeted measures the Minister is proposing to use to make sure we reach that target. We have a red area, as can be seen on the map on page 27. Some of those farmers are derogation farmers and some are not. Whatever is brought forward in the new plan, is the Minister proposing to have them for both derogation and non-derogation farmers?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: This is not a political point; I do not make them. All I will say is that clarity regarding the red map on page 27 of the EPA report was the most important thing we got this morning. That was something farmers were looking for. I know farmers who sold ten calf heifers last Monday in Bandon because they had not clarity on that, and got crucified.

Tim Lombard: Timoleague.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Tim Lombard: I welcome the witnesses and acknowledge their presence. It is really important for the agricultural community, and I know there is an awful lot of interest in the debate this afternoon. Could Dr. Cotter start by clarifying the position regarding the information provided on page 21 of the report? Is it only agriculture on that map or does it include domestic and other sewage?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Tim Lombard: Only agriculture.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Tim Lombard: Is it not a little unfair that it is only agriculture? Could the EPA not have not included, as Ms Gurrie says, the other 200 issues we have regarding domestic water?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)
Tim Lombard: I do think there is an issue in that farmers feel they have been paying for every sin in the world. Would it be fair that, in due course, the EPA might provide us with the details of the 200 bodies of water that are under pressure from the point of view of water quality? The EPA might also provide a list of section 63s that have been issued by it to local authorities. Section 63s are...
