Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: What percentage of doctors are part of the Westdoc, Southdoc and Eastdoc services in terms of providing out-of-hours services? Certainly in my own area of Moycullen, there are GPs who are part of the new 12 midnight to 8 a.m. red-eye service but who are not fully integrated in Westdoc. I think that is a deterrent to, for example, a replacement of a GP service in Oughterard, where the second...

Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: Yes. I believe if there are no out-of-hours services, it will be a deterrent to getting posts filled. Recently in Galway in the Portumna area, there has been extension to services, but in my part of the world, they are not part of the full Westdoc service.

Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: We talk about beds and obviously beds are key as well as staff. What is the ratio between beds and single room en suite beds, if you like? What sort of percentage will we be working on? I suppose new-build structures would be predominantly be en suite single-occupancy rooms. What sort of percentage are we working off?

Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: It goes without saying that the ideal model for infection control is single-occupancy rooms. With an ageing population and the increases in attendances, presumably the elderly, immunocompromised and so on would be prioritised for these rooms. I know retrofitting is difficult and my colleague, Deputy Colm Burke, referenced a hospital in his area with a large number of beds in one ward. Is...

Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: Mr. Gloster mentioned costs and energy costs. Regarding energy, is there a bulk purchase or is it based on individual hospitals or individual group areas? Presumably, as a large user of energy, the HSE has buying power. Perhaps Mr. Gloster can comment on that. Second, when does Mr. Gloster anticipate the planning application for the emergency department in Galway can be lodged?

Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: That does not the answer the question on when the emergency department-----

Joint Oireachtas Committee on Health: Update on Sláintecare Reforms (27 Sep 2023)

Seán Kyne: This has been going on for years. I accept that Mr. Gloster was not part of the debate between Merlin Park and UHG. I was there with the then Minister for Health, Deputy Harris, in September 2018, which is five years ago, when Saolta promised the planning application would be lodged before Christmas. These are the mixed messages we are getting. Absolutely there are different parts of the...

Seanad: Garda Síochána (Recording Devices) Bill 2022: Second Stage (26 Sep 2023)

Seán Kyne: The Minister is very welcome to the House to discuss this very important area. I am sure that on Committee Stage there will be some impassioned debate on this and on some of the points that have already been raised. It is safe to say that we have seen from social media internationally the very best and the very worst of the use of CCTV and bodycam footage, as Senator Ruane has rightly...

Seanad: An tOrd Gnó - Order of Business (13 Jul 2023)

Seán Kyne: I join with other Senators in thanking Martin Groves, Bridget Doody and everyone else in the Seanad Office and all those in the Houses of the Oireachtas for their work and diligence over the last months. I wish them well over the summer break. I acknowledge the plans by the Saolta University Health Care Group in the west to submit the preliminary business case for a new accident and...

Seanad: Wildlife (Amendment) Bill 2016: Motions (13 Jul 2023)

Seán Kyne: I welcome the Minister of State and thank him for his comments. I was Minister of State in the Department when the Bill went through Committee Stage in the Seanad. I acknowledge the significant amount of work Senator Higgins put into it. There were a large number of amendments. The Minister of State noted that five non-Government amendments were accepted by me at the time. It goes to...

Seanad: Wildlife (Amendment) Bill 2016: Motions (13 Jul 2023)

Seán Kyne: To summarise the debate on the last occasion, concerns were expressed regarding the impact NHAs may have on certain community projects. We are talking about small sections of NHAs and not about damage to large sections. Pitches, for example, were mentioned. The sports capital grant process has opened. In this context, if a community wanted to build a running or walking track around a...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tax Code (12 Jul 2023)

Seán Kyne: I thank the Minister of State for the comprehensive response on what we have done in the past and in budget 2023. It is important that the programme for Government commitment to a tax package that will benefit workers in this country and the summer economic statement are followed through on. It is essential to put money back in people's pockets to help them deal with the rising prices of...

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: The witnesses are very welcome this morning. I thank them for the statement, information and images they submitted to us and that were on display as Mr. Gunning was speaking. Many of us visited the site last year. It is a wonderful structure. The images quite clearly show the progress that has been made to date. I have a few questions. Mr. Gunning mentioned that BAM has not issued a...

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: Had the board a contract-compliant programme prior to this?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: How often does the board meet representatives of BAM to discuss progress and engage?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: Mr. Gunning mentioned the low output, which is the crux of the issue. The percentage was as low as 30% at certain times during the period. Has BAM given any reason as to why workers are not on site?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: From the outside, the building looks substantially complete. Mr. Gunning has given a figure for that. Internally, according to him, 27 of 3,000 rooms have been completed. It is hard to fathom why BAM has committed to 3,000 rooms at this stage. What amount of work has been done on all those rooms? Have they been substantially completed?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: I thank Mr. Devine for that. I believe Mr. Gunning said on the last occasion that a high percentage of the value of the claims relates to a small number of individual claims. Is that still the case? Could he expand on the main drivers of claims?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: I am sure others will take that up. I have one final question. Mr. Gunning says there is a public tender in progress for the construction of the family accommodation unit. Is that a separate building entirely from the main structure?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: All rooms have accommodation for parents as it is.
