National Monuments: Motion [Private Members] (2 Feb 2016)

Joe McHugh: -----agus a bhogadh chun tosaigh agus rudaí soiléire a dhéanamh maidir leis an stair. Seasaigí suas maidir leis na rudaí cearta agus seasaigí suas maidir leis na rudaí atá déanta sna blianta a chuaigh thart. Ba mhaith liom m'aitheantas agus mo bhuíochas a ghabhadh arís leis an Aire, an Teachta Heather Humphreys, agus a comhghleacaithe,...

National Monuments: Motion [Private Members] (2 Feb 2016)

Joe McHugh: I am glad to contribute to this debate. To break it down into the detail of different parts is a learning experience about the history of individual buildings. I am glad to do that. As a former geography and maths teacher, I have had many encounters with history teachers. With history, it is very important to stick with the facts, which I will do tonight. For most of the last 100 years...

Written Answers — Department of Communications, Energy and Natural Resources: Angling Season (2 Feb 2016)

Joe McHugh: Currently there is no licence required or fee payable when fishing for trout and the numerous array of coarse fish species (pike, bream, roach, trench etc.) in Ireland. In addition, no licence or fee is required for sea angling. This covers the vast majority of angling species in Ireland. The current licensing regime in Ireland contrasts with other countries world-wide where licence fees are...

Written Answers — Department of Communications, Energy and Natural Resources: Fisheries Protection (2 Feb 2016)

Joe McHugh: The River Finn and Lough Foyle fall within the operational area of the Loughs Agency, a North-South Implementation Body established under the Belfast Agreement. The Agency is subject to joint corporate governance arrangements by my Department and the Department of Agriculture and Rural Development in Northern Ireland under the North-South Ministerial Council. The protection, conservation and...

Written Answers — Department of Communications, Energy and Natural Resources: Fisheries Protection (2 Feb 2016)

Joe McHugh: Inland Fisheries Ireland (IFI) concluded a comprehensive public consultation process on Ireland's Eel Management Plan as part of the 2015 review, under EU Council Regulation 1100/2007. The consultation afforded stakeholders the opportunity to make written submissions on all aspects of eel fishing in Ireland. The process also included a review of the status of the eel stocks nationally and the...

Written Answers — Department of Communications, Energy and Natural Resources: Natural Resources (28 Jan 2016)

Joe McHugh: Ireland’s strategy for the exploitation of indigenous oil and gas resources aims to maximise the level of exploration activity and increase the level of production activity, while ensuring a fair return to the State. In recent years efforts to reposition the industry through an intensive promotional campaign, data acquisition projects and the reworking and modernising of the regulatory...

Written Answers — Department of Communications, Energy and Natural Resources: Inland Fisheries Ireland Remit (26 Jan 2016)

Joe McHugh: I understand that the repair work to Ashford Weir on the river Vartry is the responsibility of Wicklow County Council. Inland Fisheries Ireland (IFI) is the State Body, under the remit of my Department, with responsibility for the protection, conservation, development and promotion of our inland fisheries resource. In the context of the Fisheries Acts and relevant EU legislation, particularly...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Seirbhísí Farantóireachta (26 Jan 2016)

Joe McHugh: Mar atá a fhios ag an Teachta, ní foláir, tháinig deireadh leis an gconradh farantóireachta paisinéirí do Árainn (Inis Mór) ar 31 Eanáir 2013 agus níl aon chonradh ag mo Roinn don tseirbhís seo ó shin. Cé go raibh cruinnithe idir mo Roinn agus an comhlacht farantóireachta, rinne siad féin cinneadh gan glacadh le...

Topical Issue Debate: Flood Relief Schemes (21 Jan 2016)

Joe McHugh: I am not going to get into the bear pit with the Deputy today. I think that may be what he wants me to do. The Deputy's question relates to the need for the Minister for Defence to amend the eligibility criteria. The Minister has indicated that he is open to having the criteria reviewed. Therefore, he is answering the question.

Topical Issue Debate: Flood Relief Schemes (21 Jan 2016)

Joe McHugh: The Deputy asked the question and the Minister has responded. As I said at the outset, the examples the Deputy gave are important and it is equally important to give them to the Minister. He is open to amending the criteria.

Topical Issue Debate: Flood Relief Schemes (21 Jan 2016)

Joe McHugh: I am not going to jump into a bear pit on a Thursday evening. This is a serious issue. It is not just the Red Cross that is involved. The Deputy is aware of the great work his local authority did and the great work done by the local authority in Roscommon. I was speaking to Deputy Fitzmaurice about the work done at the height of the devastation by the emergency services and the community....

Topical Issue Debate: Flood Relief Schemes (21 Jan 2016)

Joe McHugh: I thank the Deputy for raising the issue. I acknowledge the suffering and hardship many families have endured in recent weeks. To an extent, we had our own issues in Donegal before Christmas, particularly in the Finn valley area, but the situation was more acute in the midlands. I acknowledge the considerable hardship many people have gone through. With regard to the three examples, it is...

Topical Issue Debate: County Boundaries (21 Jan 2016)

Joe McHugh: I acknowledge the Deputy for tabling this matter. I listened to the radio the morning after the public meeting, and a figure of 1,500 people at a meeting shows it is causing grave concern. I am speaking today on behalf of the Minister for the Environment, Community and Local Government and will read his reply into the record for the purposes of laying out where the situation is at and who...

Topical Issue Debate: County Boundaries (21 Jan 2016)

Joe McHugh: This discussion is going into the record of the House and will be landing on the desks it needs to land on. The message is loud and clear and is coming from the people, including a public meeting of 1,500. I have spoken in depth with the Acting Chairman, Deputy Feighan and he has explained the practical realities on the ground, which have to be reflected. I reiterate and emphasise that,...

Seanad: Commencement Matters: Beef Industry (21 Jan 2016)

Joe McHugh: I thank Senator O'Neill for raising this matter. It shows that the Senator's ear is to the ground because in my constituency in Donegal it is very much a concern in the farming community, not only regarding this proposed takeover, but in general regarding the price of beef in the factories. When Senator O'Neill's colleague beside him, Senator Comiskey, and I meet, we talk about that...

Seanad: Commencement Matters: Beef Industry (21 Jan 2016)

Joe McHugh: It is good that the Senator is raising this matter today, particularly as he is articulating grave concerns. There was a lobbying session by the IFA a couple of weeks ago and the matter is very much on its radar. The Minister cannot refer anything to the Commission until the merger happens. Prior to the latter taking place, the Senator is raising the matter publicly, creating awareness and...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Scéim na bhFoghlaimeoirí Gaeilge (19 Jan 2016)

Joe McHugh: Tá áthas orm a rá go bhfuil sé i gceist go leanfaí ag íoc cúnamh faoi Scéim na bhFoghlaimeoirí Gaeilge don bhliain atá romhainn. Agus cúinsí airgid mar a bhí, tá ríméad orm fosta go raibh ar chumas mo Roinne an deontas a íoctar a choinneáil ag an ráta céanna le cúpla bliain anuas. Ní...

Seanad: Commencement Matters: Archaeological Sites (14 Jan 2016)

Joe McHugh: Guím bliain fé mhaise ar an gCathaoirleach agus ar na Seanadóirí go léir fosta. I thank the Senator for tabling her this matter. She mentioned that people can no longer visit their loved ones in the graveyard. A similar situation exists in my own county at the old Kilmacrennan Abbey. This is a matter to which we need to give serious consideration. As the House...

Seanad: Commencement Matters: Archaeological Sites (14 Jan 2016)

Joe McHugh: To be helpful I will cite an example in my own county. The abbey in Rathmullan is under the ownership of the Church of Ireland but there is an ongoing discourse between the heritage officer at Donegal County Council and the Department of Arts, Heritage and the Gaeltacht, and the Office of Public Works is involved. At the outset it may be idea to get Sligo County Council to organise a...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Irish Language (14 Jan 2016)

Joe McHugh: For the past number of years, Foras na Gaeilge has had contractual agreements with Gaelchultúr/Coláiste na hÉireann for the provision of Irish language training services to the public service. The value of the current contract for these services, for the period from March 2015 to February 2018, is €40,000 per annum. In accordance with these contractual agreements,...
