- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Act (Exempted Development) Regulations 2022: Minister for Housing, Local Government and Heritage (10 Feb 2022)
Eoin Ó Broin: Like other committee members, I welcome anything that will make it easier to convert vacant units into accommodation. I have two specific questions. Will the Minister remind the committee what, if any, other planning requirements are in place? While an application for change of use is no longer required, what else is required? The reason I ask this is because previously the Minister and...

Vote 34 - Housing, Local Government and Heritage (Revised) (10 Feb 2022) Eoin Ó Broin: To be clear, the new figure is 375. The 1,000 to be delivered by the Land Development Agency will be turnkey in the sense that they are not part of the Land Development Agency's current pipeline. The LDA has told us that its current pipeline will not produce any new units until 2023 or 2024. Given that it was very difficult to deliver 390 turnkey cost rental properties last year and the...

Vote 34 - Housing, Local Government and Heritage (Revised) (10 Feb 2022) Eoin Ó Broin: On that, the challenge last year in terms of the cost rental equity loan scheme was that many of the homes provided only commenced construction last year. That is understandable. For the LDA to deliver 1,000 cost rental homes this year for purchase and tenancy in real terms those homes would already have to be at an advanced stage of construction. That is a fair point.
