Joint Oireachtas Committee on Health and Children: Department of Health Statement of Strategy 2011-14: Discussion with Secretary General of Department of Health (20 Sep 2012)

Billy Kelleher: May I refer briefly to a point I raised earlier? I did get a reply, but I am prompted by an idea that crossed my mind. I accept that acute hospitals are a stand-alone service. With regard to the small hospitals framework and the grouping of primary care and urgent care centres into hospital groups, is there a co-ordinated strategy between them all? Is there an integrated strategy? Who is...

Joint Oireachtas Committee on Health and Children: Department of Health Statement of Strategy 2011-14: Discussion with Secretary General of Department of Health (20 Sep 2012)

Billy Kelleher: I welcome Dr. McLoughlin and wish Mr. Tony O'Brien all the best as director general designate of the HSE. The health system is going through a transformative stage in terms of governance of the HSE; in effect, it is bringing it back closer to the Department. The HSE will be challenged with significant difficulties this year in terms of a further budget reduction of €700 million to...

Joint Oireachtas Committee on Health and Children: Department of Health Statement of Strategy 2011-14: Discussion with Secretary General of Department of Health (20 Sep 2012)

Billy Kelleher: Strategies are not much good without budgets. I am not being flippant but this is important in terms of the governance structures being put forward. Who will be responsible for formulating the budget for 2013 and who will be the accounting officer with responsibility for oversight of the spending of the budget? I do not understand the situation. Will it be Mr. Tony O'Brien or Dr. Ambrose...

Confidence in the Minister for Health: Motion (Resumed) [Private Members] (19 Sep 2012)

Billy Kelleher: The Taoiseach had the brass neck to come into the House and say his mandate was not that of solving promises. He cannot even go to Roscommon because of the commitments and promises he made to the people there which he denied he ever made. Let us be clear. Lots of promises were made but they have not been kept.

Confidence in the Minister for Health: Motion (Resumed) [Private Members] (19 Sep 2012)

Billy Kelleher: The Minister promised fundamental change but he has failed. However, the Taoiseach came into the House this evening and said one of his greatest achievements was the renegotiation of the consultants' contract. The Minister can take credit for lots of things but he certainly cannot take credit for something which happened in 2008 and was referred to the Labour Relations Commission for...

Confidence in the Minister for Health: Motion (Resumed) [Private Members] (19 Sep 2012)

Billy Kelleher: Before Deputies vote confidence in the Minister, they should remember what they said on local radio stations and at Carton House and what they say daily to their constituents, because each of them is voting very hypocritically.

Confidence in the Minister for Health: Motion (Resumed) [Private Members] (19 Sep 2012)

Billy Kelleher: I did not make any personal insults; I want to keep it on the issue of policy. However, the Minister has failed fundamentally. He came into office as the great white hope with promises and commitments to transform the health service. Every one of his commitments is being continually delayed.
