Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: I wonder if it is appropriate to ask the Minister if I am not correct in thinking that although Dublin City Council, or whatever it is called now, may be the ultimate authority, it actually hires in an English firm?

Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: It was the Kildare Street Club, so I did not have to bother about the cooking.

Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: Without being rude, could I ask the Minister if he could confirm my suspicion, based on his speech, that the disabled can park anywhere untrammelled?

Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: Hear, hear.

Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: I welcome the Minister back to the House which he shunned. He must be contorted with embarrassment to be here, having campaigned for its abolition. I welcome the Bill, one I called for five or six years ago in this House. I am glad the Government has caught up with the situation. To take up a point raised by Senator Michael Mullins, I was in St. Vincent's Hospital yesterday for a meeting...

Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: No, North Great George's Street had that record on numerous occasions. It may vary between that and Parnell Street but I doubt very much that what Senator Paschal Mooney says is accurate because there is no parking on Parnell Street. I have seen some people speak to the Garda there. North Great George's Street is clamped all the time because it is on the direct rat run for the clamping...

Seanad: Vehicle Clamping Bill 2014: Second Stage (7 Oct 2014)

David Norris: May I make a final point? For clamping to work, one needs the co-operation of the citizens. The situation needs to be fair. This Bill is a move in that direction but I believe it is incomplete and I hope it will be monitored.

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: Hear, hear.

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: He was denied by a discredited Department of Justice and Equality and the commercially motivated sponsors of the asylum centre, who take the responsibility. They took onto themselves the right to refuse the President of Ireland - some standards to have in public life.

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: On a point of order-----

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: I join in the welcome to our distinguished Austrian colleagues. The longer the McNulty affair continues, the more everybody, particularly in political life, is negatively affected. I have been trying to understand the Taoiseach's position. I am sure this will be an issue of curiosity and interest to our Austrian friends. Apparently, the Taoiseach sees no discrepancy at all between...

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: Sorry. I only stopped because I thought the Chair was making an intelligent interruption.

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: It is directly relevant to what I am saying today. Is the Cathaoirleach saying history is dead?

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: Is history dead? Can we not refer to anything that happened earlier than this minute? What absolute nonsense.

Seanad: Order of Business (Resumed) (7 Oct 2014)

David Norris: Deputy Humphreys, as Minister, is apparently prohibited by Fine Gael rules from telling us who tipped her the wink to appoint Mr. McNulty to the IMMA board. Square that with freedom of information. There is nothing to impede Mr. McNulty's withdrawal from the election. I will look with great interest at the result of the election. The longer this issue goes on, the worse it gets. This...

Seanad: Freedom of Information Bill 2013: Report and Final Stages (2 Oct 2014)

David Norris: I compliment the Minister on the way in which he dealt with the passage of this Bill. He was on top of his brief and had the information to hand. Generally speaking, it was a good couple of days' work. However, I regret some of the Bill's broadening effects. It is an incitement to the media to pick up on many efforts. I am glad that the Minister did not accept the inclusion of the...

Seanad: Freedom of Information Bill 2013: Report and Final Stages (2 Oct 2014)

David Norris: I will not. I will just give him credit, as it was a good point. The Minister's performance was, as always, good, but I disagree with some of the substance.

Seanad: Freedom of Information Bill 2013: Report and Final Stages (2 Oct 2014)

David Norris: Under Standing Order 62(3)(b) I request that the division be taken again other than by electronic means.

Seanad: Freedom of Information Bill 2013: Report and Final Stages (2 Oct 2014)

David Norris: That is all very well but Attorneys General are frequently wrong. It would be much more important to take the advice of this House rather than the advice of an Attorney General who may well be wrong. On a maximum fine of €4,000 for defacing records, Garda records, which were a subject of contention between the British and Irish Government and between various individuals in this State...

Seanad: Freedom of Information Bill 2013: Report and Final Stages (2 Oct 2014)

David Norris: It is welcome.
