Ciarán Lynch: To wrap up, I wish to touch on three things. One of the items is what Deputy Higgins was just indicating to Mr. Regling. On the issue of regulation, Mr. Regling used the term "light touch" earlier. Was light touch regulation, in his opinion, a result of policy or a result of pressure coming from the financial institutions? Which was the main driver of light touch regulation?
