Seanad: Garda Síochána Bill 2004: Committee Stage. (7 Dec 2004)

Terry Leyden: While it appears to be in favour of a volunteer force, it simply wants to produce a different proposal. Its amendments should be thrown out lock, stock and barrel because they are not relevant. Amendment No. 20, which is part of the group, would make it a toothless force. One might as well not establish an auxiliary force if it would not have the powers of the Garda Síochána. The Minister...

Seanad: Garda Síochána Bill 2004: Committee Stage. (7 Dec 2004)

Terry Leyden: I am declaring that I was nominated by the Irish Conference of Professional and Service Associations, which includes the Garda Representative Association. The GRA has sent me a detailed document which I have studied. On the basis of being supported and nominated by the Irish Conference of Professional and Service Associations, I would appreciate if the Minister or his officials or both would...

Seanad: Garda Síochána Bill 2004: Committee Stage. (7 Dec 2004)

Terry Leyden: I welcome the Minister and his officials to the House. Although the underlying idea is a good one, I do not consider it would be practical for the Commissioner to set requirements as to the areas from where recruits would come. Would recruits also need to be drawn from various immigrant groups now that there are so many people from abroad living and working here?

Seanad: Garda Síochána Bill 2004: Committee Stage. (7 Dec 2004)

Terry Leyden: I have no doubt that will be the case in time in regard to recruits taken on by the Civil Service Commission. The standard is very high, which I am sure will continue to be the case. There is no barrier to anyone's application, provided he or she fulfils the requirements of the Garda Síochána. It is a matter for people who come from RAPID or CLÁR areas to apply. I live in a rural Leader...

Seanad: Order of Business. (3 Dec 2004)

Terry Leyden: I agree with Senator O'Toole in regard to the pending An Post strike set for next Wednesday. I appeal to all parties to come together to negotiate a settlement and to avoid industrial action. The point was made on RTE's "Morning Ireland" programme this morning that pensions increases have not been paid to postal workers. To be fair, they have a strong case and there will have to be...

Seanad: Order of Business. (1 Dec 2004)

Terry Leyden: On a point of clarification, surely we are entitled to question the actions of a former Taoiseach.
