Batt O'Keeffe: The mechanism of an appeal is available to everybody and it is the responsibility of individuals to submit appeals, which will then be considered. In the event that an appeal results in an amendment being made, the Bill now states that we must take cognisance of this in terms of the levy that will be imposed on businesses.
