- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: I welcome the witnesses. It is a pity we must welcome homeless agencies at all, but it is a fact of life. It is sad in this day and age to see the figures for last night, with 74 people sleeping rough, particularly when one constantly hears about vacant properties. It is a pity we cannot match social housing need and vacant properties. The witness spoke about the dedicated court system....
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: Whoever wishes can answer. All of them have aims and responsibilities regarding homelessness.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: Yes, perhaps Mr. Peter Dorman will reply on the community issue.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: The big ticket item was on housing in general. Perhaps the witness would discuss the early intervention for the community. If there is something that is not being done in that area or by the family agency or the intervention scheme, what would the witness recommend?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: Is the witness proposing preschool and family intervention for everybody?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: The witnesses are very welcome. Housing is the top priority in this country at the moment. I am delighted the witnesses are present today. On local authorities, the bank loan scheme and mixed tenure, the latter is important. One must consider how one achieves it. Stability is an issue in local authority estates and voluntary housing estates. If people cannot purchase their own homes...

Caít Keane: There is a public private partnership scheme that one could access.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)
Caít Keane: I have a note of them.
- Seanad: Building Control (Amendment) (No. 2) Regulations 2014: Motion (10 Apr 2014)
Caít Keane: The Minister has outlined the changes that are being implemented in the process and the recommendations.
- Seanad: Building Control (Amendment) (No. 2) Regulations 2014: Motion (10 Apr 2014)
Caít Keane: There is nothing in the new regulations that prevents direct labour. Owners are required to satisfy themselves that the persons they engage are competent. If I were getting a house built, I would want to ensure the builder is competent and that this will continue to be the case. There are very good self-builders and they will continue to be able to build.
- Seanad: Building Control (Amendment) (No. 2) Regulations 2014: Motion (10 Apr 2014)
Caít Keane: The Minister's Department has engaged with the Irish Association of Self Builders to ensure the self-build sector can and will continue to play its part. Very many practically trained architects are concerned about a certain point. The Fennell report has addressed this. I hope we will see changes in respect of access and registration so as to address the very laborious system that obtains....
- Seanad: Building Control (Amendment) (No. 2) Regulations 2014: Motion (10 Apr 2014)
Caít Keane: I did mention the architects who are disenfranchised. The Fennell report makes recommendations and the Minister has stated the full report will be taken on board to ensure ease of access and facilitation. A review in one year would be beneficial to ensure the system actually works.
- Seanad: Building Control (Amendment) (No. 2) Regulations 2014: Motion (10 Apr 2014)
Caít Keane: I welcome the Minister. The previous speakers have confused SI 105 with another statutory instrument. SI 105 deals specifically with compliance and applies to a limited range of publicly owned buildings. Self-build and private builds are not covered by it. I am a member of the environmental committee, which dealt with building control regulations. I have become well acquainted with the...
- Seanad: Order of Business (Resumed) (9 Apr 2014)
Caít Keane: Ar scáth a chéile a mhairimid. Is é sin a dúirt ár nUachtarán. We certainly do live in one another's shadows but we also live together and depend on one another. Both speeches last night, by the Queen and the President, did us proud. It was great to hear the Queen indicating a royal willingness to participate in the commemorations of 1916. We look forward to...

Caít Keane: Next Tuesday.
- Seanad: Building Control (Carbon Monoxide Detection) Bill 2014: Second Stage (8 Apr 2014)
Caít Keane: I welcome the Minister, Deputy Hogan, and thank him for accepting the Bill. I compliment Senator Quinn on bringing forward this very important legislation. I do not know why those opposite are so amazed that the Minister has accepted the Bill. He has obviously taken this measure, which is positive for society, on its merits. He is noted for putting an emphasis on competencies and consumer...
- Seanad: Order of Business (3 Apr 2014)
Caít Keane: Yesterday was the 100th anniversary of Cumann na mBan but due to commitments in the Seanad we could not get to it. The Council of Europe convention on preventing and combating violence against women and domestic violence is an acknowledgement of all the work that women have done in the past and will continue to do in future. This Istanbul convention was signed by the Council of Europe in...
- Seanad: Order of Business (3 Apr 2014)
Caít Keane: This issue relates to the perpetrators. Most violence is carried out by men and this is a small step. I am sure there will be another opportunity to discuss the issue.
- Seanad: Adjournment Matters: Schools Amalgamation (1 Apr 2014)
Caít Keane: I thank the Minister of State for his response and acknowledge that at present he has no information. The Department of Education and Skills, not the patron, is responsible for education. As the Minister of State stated, the initiative of amalgamation can come from many sources. There has been no consultation on the ground. As I am trying to facilitate the process of consultation, I would...
- Seanad: Adjournment Matters: Schools Amalgamation (1 Apr 2014)
Caít Keane: I welcome the Minister. This is a very important issue in my area, Greenhills-Limekiln, involving the proposed amalgamation of three schools into one. The schools in question are St. Peter's boys' national school, St. Paul's junior girls' national school and St. Paul's senior girls' national school. There is a lack of information on the ground about the proposed amalgamation. Nobody,...
