- Seanad: Order of Business. (26 Apr 2005)
Mary Henry: I support the call by Senator Ross for a debate on the Minister's hopes for the universities. I hope that the institutes of technology are addressed. The newspaper reports of the Minister's comments do not seem to cover these institutes, but the recent OECD report stated that they had a very important role to play in education. We debated problems in accident and emergency departments last...
- Seanad: Order of Business. (26 Apr 2005)
Mary Henry: Surely Defence Forces personnel are entitled to the best of treatment. Approximately â¬1 million was spent recently on rewiring the hospital and on improving wheelchair access. What is going on? Can the Minister for Defence explain to us why this money was spent, yet the place is apparently unsuitable for the treatment of patients?
- Seanad: Accident and Emergency Services: Statements. (21 Apr 2005)
Mary Henry: I very much agree with the Tánaiste that the accident and emergency services situation is not in itself a problem; there is just an obvious manifestation of problems in the health service. We are spending an enormous amount of money on the health service. Sometimes, I wonder where on earth the money is going. I know that most of it has gone on pay for those working in the service, and their...
- Seanad: Accident and Emergency Services: Statements. (21 Apr 2005)
Mary Henry: They seem to be going to Australia.
- Seanad: Accident and Emergency Services: Statements. (21 Apr 2005)
Mary Henry: I welcome the Tánaiste to the House. As she knows, I feel she should be given a purple heart for courage, for having taken on her current job.
- Seanad: Order of Business. (21 Apr 2005)
Mary Henry: I support Senator Ryan's call for a debate on roads and on heavy vehicles in particular. We should also address road surfaces, which are heavily potholed in some areas. In a recent case involving a car accident where a woman lost her unborn child, the driver was found not guilty of dangerous driving because he lost control of his car due to the poor surface of the road. I am familiar with the...
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I second the amendment. I would like some equality to apply in the searching of premises. When I spoke about this issue on Committee Stage, I said the Veterinary Council would not want people to have illegal drugs, such as angel dust and so on, on their premises. However, I have a considerable amount of sympathy for veterinarians in respect of various drugs they may have on their premises....
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I thank the Minister for that cheerful news because it has been a serious practical problem.
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I thank the Minister and her officials for this very good Bill which has come before the House. I thank her too for her courtesy and the good humour with which she deals with all of us. It is important legislation and I hope she can encourage the Minister for Health and Children to bring forward a medical practice Bill as soon as possible and, perhaps, a few hints from her Department would be...
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I second the amendment.
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I move amendment No. 2: In page 11, line 6, to delete "practitioner" and substitute "surgeon". I welcome the Minister to the House. On Committee Stage, I explained that vets themselves would like the traditional name of "veterinary surgeon" to be maintained. They feel that, in the eyes of the public, "practitioner" means someone who is involved in the practice of veterinary medicine. While...
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I accept what the Minister says.
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: The Minister gave a very good explanation for the wording of the Bill as drafted. However, she would expect university Senators to defend professional qualifications. I believe Senator Quinn's amendment is worth accepting. The wording in the section as it stands is very loose. While I am sure the council would do its best when considering qualifications, it must be given guidelines, which is...
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: May I comment?
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I second the amendment.
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: The Minister has learned much from her predecessor, Deputy Joe Walsh. Every now and then he would throw the House a bone, a little amendment such as this. We would all be grateful and then assist in passing whatever legislation he introduced. We know what happens to originals if they are too easily accessed. Signposts are now taken home as souvenirs, never mind a nice little document denoting...
- Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)
Mary Henry: I move amendment No. 41: In page 87, line 9, to delete "veterinary". I explained this issue at great length on Committee Stage. Why is it only a veterinary premises which can be entered if the authorised officer believes something is wrong? It could be as relevant for the authorised officer to be able to enter a premises which is not a veterinary one. I realise this extends the provision. If...
- Seanad: Criminal Law (Insanity) Bill 2002: Report and Final Stages. (19 Apr 2005)
Mary Henry: I move amendment No. 79: In page 13, line 17, to delete "the consultant psychiatrist" and substitute "the approved medical officer". I am at a loss to understand why the term "consultant psychiatrist" is used sometimes and the term "the approved medical officer" is used other times, when the approved medical officer is in fact a consultant psychiatrist within the meaning of the Mental Health...
- Seanad: Criminal Law (Insanity) Bill 2002: Report and Final Stages. (19 Apr 2005)
Mary Henry: I am sure the Minister of State has a good explanation for it but we were very careful about the definition of a consultant psychiatrist so that people from abroad could be used. I wonder why this change is in the Bill.
- Seanad: Criminal Law (Insanity) Bill 2002: Report and Final Stages. (19 Apr 2005)
Mary Henry: I presume this is to cover people who may come from abroad as witnesses.
