Social Welfare Benefits. (30 Jun 2005)

Seán Crowe: Question 5: To ask the Minister for Social and Family Affairs the reason for the delay in applicants receiving disability arrears from his Department; if it is due to a shortage of staff in processing claims; if many financially vulnerable clients must wait up to three months for their entitlements; and if he will make a statement on the matter. [23813/05]

Social Welfare Benefits. (30 Jun 2005)

Seán Crowe: I will be interested in seeing the additional information. We are talking about vulnerable people in bad health. The Minister has spoken of delays in terms of weeks. I have heard of one particular case where a person was waiting for up to three months. I have been told there is a problem within the Department and that people were on long-term sick leave. How long are people actually waiting?...

Commission to Inquire into Child Abuse (Amendment) Bill 2005: From the Seanad. (30 Jun 2005)

Seán Crowe: I support the amendment. Deputy McGrath was right when he spoke of the people affected. When we open the newspapers every day, we read reports of young people being abused. Some of those are now getting the opportunity to go to court, tell their stories and bring to account the people who abused them as children. I share Deputy Gogarty's concerns about the issue of the Ombudsman. We were...

Written Answers — Radon Gas Levels: Radon Gas Levels (28 Jun 2005)

Seán Crowe: Question 69: To ask the Minister for the Environment, Heritage and Local Government if, in view of the statement by the Radiological Protection Institute of Ireland that the only proper precaution for homes against the dangers of radon gas is to ensure that they are tested for radon after they have been occupied, he will introduce a Statewide programme under the auspices of the RPII to test...

Air Navigation and Transport (Indemnities) Bill 2005 [Seanad]: Second Stage. (24 Jun 2005)

Seán Crowe: On first reading there appears to be nothing wrong with this Bill. In fact, the Minister's officials are to be commended. They identified a problem, acted on it by formulating a strategy and legislation was prepared. The Government took up the baton and the Bill before us is the result. If other aspects of air transport were executed as efficiently we would have a second terminal at Dublin...

Job Losses. (23 Jun 2005)

Seán Crowe: Will the Minister of State accept the importance of the projects my colleague, Deputy O'Connor, has outlined? I cannot stress strongly enough the importance of these different projects to the community in the greater Tallaght area, some of which extend into Brittas. They are all doing vital work. I described this announcement as a body blow to the communities and community groups in those...

Garda Síochána Bill 2004 [Seanad]: Report Stage (Resumed). (23 Jun 2005)

Seán Crowe: I welcome the fact the Minister has accepted the concept of the ombudsman. If we accept that position, it is important the staff and resources for the ombudsman's office are put in place. I note the Minister stated it would only have half the staff of the ombudsman's office in the North. If it is to work, resources must be invested. The Minister referred to a divided, polarised society. I...

Garda Síochána Bill 2004 [Seanad]: Report Stage (Resumed). (22 Jun 2005)

Seán Crowe: I welcome the fact the Minister has embraced the concept of the ombudsman. I agree the Executive should be informed about what is happening within an Garda Síochána. However, the difficulty is that until now the Executive has not kept itself so informed. The Minister referred to the North as a polarised society but there is also a polarised society here in that people have lost faith in the...

Written Answers — School Management: School Management (22 Jun 2005)

Seán Crowe: Question 259: To ask the Minister for Education and Science if she will investigate the request of the family of a person, details supplied, in Dublin 12. [21364/05]

Road Safety. (22 Jun 2005)

Seán Crowe: Question 26: To ask the Minister for Transport if he is satisfied that the best practices in terms of ensuring passenger and driver safety are being followed on public transport buses; if he has had any communications on this issue; and if he will make a statement on the matter. [21477/05]

Road Safety. (22 Jun 2005)

Seán Crowe: The Minister is aware that there have been a number of high profile accidents recently and no doubt we will receive a report on them in due course. Is anyone in the Minister's Department carrying out an overview of these accidents and what caused them? Is the Minister aware that some Dublin Bus drivers are regularly clocking up to 90 hours plus per week? Others have medical certificates...

Road Safety. (22 Jun 2005)

Seán Crowe: Is the Minister saying that he has not received correspondence from drivers about this? My information is that letters were sent to the Department, although it may have been before the Minister's appointment. The letters were sent, however, and I am told that other Deputies received similar correspondence. The Minister has not answered the question about substandard seats for drivers on...

Written Answers — Telecommunications Services: Telecommunications Services (15 Jun 2005)

Seán Crowe: Question 48: To ask the Minister for Communications, Marine and Natural Resources the way in which he reconciles his Department's commitment to promote the provision and development of competitive high quality and world class services in the communications sectors with the recent EU Commission report on broadband access, which ranks Ireland 19th out of 25 EU states for broadband penetration;...

Written Answers — Telecommunications Services: Telecommunications Services (15 Jun 2005)

Seán Crowe: Question 72: To ask the Minister for Communications, Marine and Natural Resources if he has satisfied himself with the charges levied on persons (details supplied), who pay the highest fees of any other mobile market these firms operate in; if he has raised this issue with either company; and if he will make a statement on the matter. [19987/05]

Written Answers — Garda Deployment: Garda Deployment (15 Jun 2005)

Seán Crowe: Question 299: To ask the Minister for Justice, Equality and Law Reform if his attention has been drawn to the recent spate of car break-ins on Murtagh Road, Dublin 7; if there are plans to increase the Garda presence in the area; and if he will make a statement on the matter. [20275/05]

Commission to Inquire into Child Abuse (Amendment) Bill 2005: Report Stage (Resumed) and Final Stage. (15 Jun 2005)

Seán Crowe: I support the amendment. The last discussion we had on the matter centred on the question of criteria etc. Since that discussion I spoke to a person who had already appeared before Mr. Justice Ryan. We have not been told the criteria he is using. It is clear that somebody with evidence should be given the opportunity to return and give that evidence.

Commission to Inquire into Child Abuse (Amendment) Bill 2005: Report Stage (Resumed) and Final Stage. (15 Jun 2005)

Seán Crowe: I support the amendment. There is a need for a definition. I have received many e-mails on this subject. There is a concern about the money spent on some of the so-called educational projects. The close association of some people with projects means that a definition would make sense. People need to be comfortable about how public money is being spent. It is not infinite and it is important...

Commission to Inquire into Child Abuse (Amendment) Bill 2005: Report Stage (Resumed) and Final Stage. (15 Jun 2005)

Seán Crowe: Will that happen immediately?

Commission to Inquire into Child Abuse (Amendment) Bill 2005: Report Stage (Resumed) and Final Stage. (15 Jun 2005)

Seán Crowe: I support amendment No. 26. People are already telling their stories regardless of whether they are prohibited from doing so by the Act. Many stories have appeared in the media. A man was on hunger strike outside this building because he rightly felt that what was happening to him was unfair. There were also many other cases. We were told that the awards would be compatible with High Court...

Commission to Inquire into Child Abuse (Amendment) Bill 2005: Report Stage (Resumed) and Final Stage. (15 Jun 2005)

Seán Crowe: I accept the Minister's points in terms of the thrust of the Bill. However, I want to see it in black and white and there cannot be any confusion about it. There has been a conspiracy of silence in the past which I hope will be uncovered by this legislation. No stone should be left uncovered and I would have liked this to have been outlined clearly in the Bill. Some individuals, possibly for...
