The Commissioner said that she is asking whether there are reasonable grounds to support the contention that a crime has been committed. She said that her view, which was demonstrated to Mr. Barrett, was "No". Mr. Barrett has said that it is neither "Yes" or "No" pending further investigations. Is that also the case?
