Billy Kelleher: Will consultants or others in the health system put a patient into a bed because it is there? This is very important. Consultants have told me that if we go down the route of universal health insurance and hospital groupings, there will be an inducement to give people treatments they do not necessarily need because they will receive funding for it. We should be honest.
