Phil Hogan: Arising from this ruling, the then Government sought to do something about the matter; it promised the European Commission and the European Court of Justice that by the end of 2010 it would introduce a system to comply with the ruling. Otherwise we would be paying a fine of €26,000 a day or an annual fee of €9.7 million.
