Mary Butler: Heads of Bill to provide legislative clarity on the issue of deprivation of liberty safeguards are at a relatively advanced stage. A number of complex legal and policy issues which have arisen during the drafting process remain to be resolved. Work on the Heads of Bill has been paused due to the diversion of resources, as part of the response to COVID-19.
