Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Terry Leyden: In light of the advance of e-commerce it seems the following wording is old-fashioned, "An offering document prepared for a local offer shall contain the following statements in print in clearly legible type". Would it be possible for that to be downloaded from the Internet? This would remove the need for all of this paperwork and could perhaps be provided for on Report Stage.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Terry Leyden: I thank the Minister of State and his officials for their attention to this Bill. The Minister of State has a great record in bringing legislation before this House. It was a very technical Bill, but it was necessary to comply with European regulations. The Minister of State has received tremendous support from the Department of Enterprise, Trade and Employment. I received such support myself...

Seanad: Competitiveness and Consumer Protection Policy: Statements (Resumed). (26 Apr 2005)

Terry Leyden: At 10.30 a.m. on Wednesday, 27 April 2005.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Terry Leyden: I welcome the Minister of State to the House. I commend him and his staff on the amendments they have proposed. The co-operative movement, particularly the Irish Co-operative Organisation Society, has been seeking an increase in the current limits on co-operative shares for some time. The proposed new limits should meet the development needs of the co-operative movement for some years to...

Seanad: Order of Business. (26 Apr 2005)

Terry Leyden: I wish to raise the unprecedented level of the current price of diesel and petrol. It has reached an all-time record of 105.9 cent——

Seanad: Order of Business. (26 Apr 2005)

Terry Leyden: ——for a litre of diesel or petrol. A debate would be appropriate as we have a discussion later on competitiveness and consumer protection.

Seanad: Order of Business. (26 Apr 2005)

Terry Leyden: The Fine Gael Party's rip-off Ireland campaign has not been a great success either. Will the Leader invite the Minister for Finance to the House to discuss the price of fuel because it has a direct effect on the economy, especially with inflation and the strength of the euro vis-À-vis the dollar, which is the price in which oil is quoted. It would be worthwhile to go through in detail the...

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Second Stage. (14 Apr 2005)

Terry Leyden: I once again welcome the Minister of State at the Department of Enterprise, Trade and Investment, Deputy Michael Ahern, to the House and thank him for piloting the Bill through it today. I also thank his staff, who have assisted him in that important work. I would like to refer back to the Irish Financial Services Centre in Dublin. At the time, I was a member of the Fianna Fáil Front Bench,...

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Second Stage. (14 Apr 2005)

Terry Leyden: For example, the Opposition could introduce a Bill to establish a development corporation for the River Shannon, thereby creating many jobs. It would be worthwhile to research this policy area and to propose ideas for future development. The River Shannon is not being properly exploited. We need to build on the fantastic success of the global funds sector. The Investment Funds, Companies and...

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Second Stage. (14 Apr 2005)

Terry Leyden: That is one criterion.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Second Stage. (14 Apr 2005)

Terry Leyden: That is one of the golden rules, irrespective of any party Fianna Fáil may have as a partner in the future. Fianna Fáil is very pragmatic.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Second Stage. (14 Apr 2005)

Terry Leyden: Its fundamental goal is to ensure continuity, consistency and reliability in the governance of this country. It has an abundance of good Ministers and Ministers of State at present, including the Minister of State, Deputy Michael Ahern, who is an accountant. He has introduced excellent legislation and done a great deal of practical work since he was appointed to the Department of Enterprise,...

Seanad: Order of Business. (14 Apr 2005)

Terry Leyden: I add my voice in support of the call for a full debate on the health service. It is becoming a type of pantomime when one has Joe Duffy and Ben Dunne trying to solve the problems of the health service. It is beyond belief.

Seanad: Order of Business. (14 Apr 2005)

Terry Leyden: A new accident and emergency unit in Roscommon cost €8 million. The cost of staffing it is €2.5 million but nobody has yet been recruited. There was a protest in this regard outside the hospital last Tuesday. The real problem is a question of capacity. There may be a need for temporary buildings to be erected at hospitals for the capacity problems to be solved, but this should not apply...

Seanad: Order of Business. (14 Apr 2005)

Terry Leyden: I asked the Leader of the House about this matter before the Easter recess and we got into a big row about accident and emergency services in Roscommon. There is something very wrong in the state of Denmark. There is something wrong with the whole system and it should be solved but it will not be solved on "Liveline" by Joe Duffy and Ben Dunne.

Seanad: Order of Business. (14 Apr 2005)

Terry Leyden: It will be solved by the Minister and the Government. Since the change to the new Health Service Executive I find there is a lack of responsibility on the ground compared to when the health boards were in existence.

Seanad: Order of Business. (14 Apr 2005)

Terry Leyden: It is just publicity.

Seanad: Order of Business. (14 Apr 2005)

Terry Leyden: Takes one to know one.

Seanad: Rights of Migrant Workers: Statements. (13 Apr 2005)

Terry Leyden: He was a brave man to go out there.

Seanad: Rights of Migrant Workers: Statements. (13 Apr 2005)

Terry Leyden: I compliment the Minister, Deputy Martin, on his speedy response to this crisis. I thank him for his comprehensive speech and for his hands-on approach to this issue. He has been in contact with the bank in the Netherlands and our ambassador is dealing with the matter. One point which has not been made clear is that the Gama organisation is Turkish owned. In this case Turkish employers are...
