Louise O'Reilly: Yes. I do appreciate that it has to be balanced but it is something that cannot be ruled out at this stage. Anecdotally, I have spoken to people who are planning to get a few extra just in case. It is a question of putting people's minds at rest and assuring them there is no need to do that, and that if they do it, they will contribute to the problem rather than it being any solution.
